## Summary

The Health and Safety Executive (HSE) recently completed the procurement for "The Provision of an Online Legal Research Platform" aimed at enhancing policy-making and enforcement actions across the organisation. The procurement, categorised under IT services, utilised an open procedure process. Situated in Liverpool, the contracting authority spans across various UK regions, including Central and Southern England. The tender's completion was marked on 1st July 2025, with the contract period scheduled to run from 1st August 2025 to 31st July 2028. The final award, pending as of 1st July 2025, was valued at £120,000, with Thomson Reuters (Professional) UK Limited as the supplier. Key dates included a tender deadline on 20th June 2025 and the standstill period ending on 10th July 2025.

This procurement presents an excellent growth opportunity for businesses specialising in IT services, particularly those adept at developing user-friendly, comprehensive legal research platforms. SMEs in the legal tech sector stand to gain significantly from participation in similar government contracts, aligning with the open procurement method which encourages a wider competition field. The demand for cutting-edge, reliable online platforms capable of handling extensive data and supporting legal requirements creates a promising market for innovation-led companies seeking to expand their reach within the public sector. The implications of securing such a contract extend beyond immediate financial gains, potentially leading to further opportunities within public authorities. Businesses capable of delivering solutions that address complex legislative frameworks and offer UK and EU-wide legal resources would be well-positioned to compete effectively in these sectors.
