## Summary

The procurement process for the "291 Harrow Road Pre-Construction Services, Enabling and Main Works" has been completed with Westminster City Council acting as the buyer. This project involves the development of 144 new homes in central London, with a focus on sustainability and carbon reduction. The procurement method employed was a selective competitive flexible procedure, with Wates Construction Limited being awarded the contract. The project encompasses a variety of construction works, scheduled to commence on 15 April 2026, lasting until 30 June 2027 for the initial stages, with subsequent phases reaching completion by 31 December 2031. The tender went through planning, tender, and award stages, with key procurement stages such as the Gateway 2 application and contracts structured in a phased and flexible manner.

This tender presents significant opportunities for businesses specialising in construction, particularly those involved with sustainable building practices and large-scale residential developments. Companies with expertise in delivering mixed-use developments and implementing innovative energy-saving solutions will find this project particularly fitting. The procurement invites participation from large construction firms capable of meeting stringent financial and technical criteria, including demonstrated experience in similar projects, substantial annual turnover, and the ability to engage in responsible procurement and modern slavery adherence. The business growth potential is substantial for companies able to align with the social value and environmental sustainability goals outlined in the tender specifications.

## Notice

Westminster City Council is seeking to procure a Main Contractor for the 291 Harrow Road development. The Project will deliver 144 new homes in the centre of London. A total of 48 will be affordable homes, 24 will be Adult Social Care units at social rent and 72 homes will be available for private sale. The Project will comprise three buildings at 15, 10 and five storeys in height and will aim for an ambitious carbon reduction through a passive design, a fabric first approach and the use of air source heat pumps and solar panels to maximise the use of renewable energy. The Authority's aim is for the Project to achieve a 70% sitewide reduction over the baseline for the proposed development, far exceeding Greater London Authority's target of 35%. The successful supplier will undertake the preconstruction services prior to commencing enabling works and main works, following the successful approval of the Gateway 2 application. The values of the works are estimates based on tendered values and known provisional sums, with the final values to be confirmed during the PCSA period.
