## Summary

Warrington Borough Council and eight other Cheshire and Mersey local authorities have concluded their procurement process for the "International Recruitment Wellbeing, Welfare and Wider Support Service". Positive Culture Limited has been awarded the contract to support internationally recruited care workers in settling and maintaining their positions within the region. This service aims to address the challenges faced by care workers transitioning to the UK and ensure their wellbeing and continued employment. The contract, valued at £147,851, is set to take place from November 2025 to October 2026, highlighting the completion stage of the procurement process. Services such as coaching, welfare, and wellness fall under the industry category, targeting the UKD6 and UKD7 regions, following an open competition method below the threshold.

This tender offers significant opportunities for businesses specialising in welfare and coaching services, particularly those adept at managing social care personnel integration and retention. Organisations working cooperatively or in partnership are encouraged, as the collaborative approach suits the tender's requirements. Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) are likely contenders due to the tender's emphasis on diversity and specialist support in the public authority sector. With a focus on quality over cost, the procurement process encourages innovative solutions from businesses capable of enhancing the wellbeing and integration experience for care workers, ultimately contributing to regional workforce stability and growth.

## Notice

9 Cheshire and Mersey Local Authorities have combined grant funding to procure a single provider or co-operative (eg several organisations working together with one leading) for 12 months to provide support to internationally recruited care workers. This includes care workers who are currently employed within any regulated adult social care provider and those who have been displaced as a result of an adult social provider having their license of sponsorship revoked and are currently looking to continue working in care in the Cheshire and Mersey region. Whilst the exact numbers of people working in care that were Internationally recruited is difficult to assess by region - there are an estimated 105k people working across the UK and approximately 9,000 workers are in the North West region. The service is to do 2 main things (1) help people settle positively in the UK, (2) help people to stay settled and positive, including when there are issues or when concerns arise associated with their stay and employment.
