## Notice

This procurement is to create a Minor Works, Repairs and Refurbishment Framework with multiple suppliers. The services and works will be delivered throughout Lincolnshire for United Lincolnshire Teaching Hospitals NHS Trust (ULHT). Lincolnshire Community Health Services NHS Trust (LCHS) and Lincolnshire Partnership Foundation NHS Trust (LPFT) are also eligible participating Authorities. LPFT and LCHS have sites across the whole of Lincolnshire. The main ULTH sites are at Lincoln County Hospital, Grantham & District Hospital and Pilgrim Hospital in Boston. As Lincolnshire has now joined the Integrated Care System (ICS) Cluster with Nottinghamshire and Derbyshire, any organization within the Lincolnshire, Nottinghamshire and Derbyshire ICS Cluster may be able to access the Framework as participating authorities. The services covered under the Framework are: Mechanical Services Electrical Services Building and Joinery Painting and Decorating Floor and Wall Covering Glazing and Boarding Drainage Out of Hours Specialist/Ad-Hoc Equipment Hire

### Lot Information

Lot 1 - Mechanical Services

Mechanical Services including, but not limited to underground drainage, plumbing, gas and water pipework.

Options: No guarantee of take up of full value or of extension options.

Lot 10 - Equipment Hire

Equipment for Hire (short- and long-term) Categories include, but are not limited to (a) Hand Tools (b) Power Tools (c) Temporary Generators (d) Lifting and Handling Equipment (e) Site Safety Equipment including Scaffolding and Heras Fencing (f) Temporary Lighting (g) Portable Air Conditioning Units

Lot 2 - Electrical Services

Electrical Services, including installations, repairs and electrical works.

Building and Joinery including, but not limited to groundworks, paving, fencing, general building and joinery services and roof repairs/recovering.

Lot 4 - Painting and Decorating

Painting and Decorating services.

Lot 5 - Floor and Wall Coverings

General Floor and wall Covering finishing services.

Lot 6 - Glazing and Boarding

Glazing and Boarding services including emergency glazing repairs and new installations.

Lot 7 - Drainage

Drainage services including, but not limited to (a) Jetting, cleaning and unblocking of drains (b) CCTV surveys and reports on drainage condition and location (c) Sonar plotting of below ground drainage and associated surveys (d) Dealing with floods, pumping out low level flooded areas etc (e) Inspection and reporting on condition of attenuating tanks (f) Septic Tank/Chamber Maintenance and Inspections. (g) Cleaning of Gulleys (h) Street Cleaning Services

Lot 8 - Out of Hours Service

Provision of out of hours call centre for general emergency calls and ad-hoc services.

Provision of Specialist/Ad Hoc works - Specialist Healthcare systems, and AdHoc services, including, but not limited to: Specialist estates services not covered by other Lots. HVAC specialist maintenance & installation. Renewable energy maintenance & installations. Specialist Ductwork Cleaning Access Control Specialist Electrical services not covered under Lot 2

### Planning Information

The Authority is seeking to engage, pre-procurement, with building and works providers. In order to help shape the requirement, we are asking that suppliers provide insights which will help to inform our development of a specification and contract opportunity which is attractive to the market and helps us to improve value for money.
The initial aim of the pre-market engagement is to make suppliers aware of the upcoming procurement of this framework and to encourage suppliers to bid for the opportunity for a place on the various Lots. 
The Authority expects to run some market engagement sessions with the local Lincolnshire Chamber of Commerce to present the envisaged procurement structure and latest version of the estimated timetable.
This is to try and encourage all suppliers including SMEs that may not be aware of the new Central Digital Platform and the new Procurement Act 2023.
The initial Engagement days will be held virtually on the 19th and 26th of January 2026. 
They are expected to be approximately 60-90 minutes duration.
The 2 sessions will be the same, so prospective suppliers will only need to attend one session.
Where appropriate, any questions answered during the pre-procurement stage will be shared with all registered suppliers.
