## Summary

Devon County Council is currently undertaking a tender for the Light Touch Open Framework for Accommodation and Support 16+ Pathway under the "My Future, My Way" model. This procurement is part of the public authority's efforts in the health and social work services sector, aimed at supporting young people through transition to independence. The initiative encompasses both "Homes with Support" and Community Based Support settings, emphasising collaboration and co-creation with young people, families, and professionals. A tender launch event will be held online via Teams on 27th April 2026 to guide potential bidders through the process. Submissions are to be made via the Supplying the South West portal by 22nd May 2026, with the award phase concluding by 1st July 2026. The tender follows an open procedure and operates under the legal framework of 2023/54 UKPGA.

This tender offers substantial business opportunities, particularly for Small and Medium Enterprises (SMEs) engaged in health, social work, and community support services. With a gross contract value of £162 million, it beckons companies looking to expand their footprint in high-impact service delivery for vulnerable populations. The focus on relational practice and trauma-informed support necessitates a versatile approach that could benefit entities specialising in innovative care models. Furthermore, the framework's open design allows emerging suppliers to enter at subsequent points, fostering competition and growth. It's particularly well-suited for those capable of adapting to evolving commissioning models and structures, delivering quality services in partnership with local authorities.

## Notice

Devon County Council is commissioning services under the My Future, My Way model. This support will operate across a range of settings, including 'Homes with Support' - where staff may be based on-site in both regulated and unregulated services - and Community Based Support. Community Based Support will extend beyond the home as a young person moves on, offering places they can visit for help, as well as opportunities to develop independence in their own accommodation (such as through Housing First etc). Suppliers will need to work in active partnership with young people, families, and professionals to co-create solutions that promote safety, stability, and progression to independence. The specification reflects a value-based approach within a framework, emphasising relational practice, trauma-informed support, and inclusive service delivery that supports young people to thrive. Bidders are invited to a tender launch event for this opportunity to familiarise themselves with the tender documentation and process at 11:00 on 27th April 2026. This will be held online as a Teams meeting. Interested bidders should e-mail: procurementpeople-mailbox@devon.gov.uk This email address must only be used to arrange attendance for this event. Any other questions in relation to this tender must be raised via the messaging section of the tendering portal www.supplyingthesouthwest.org.uk

### Planning Information

At our previous workshop on 15th July 2025, Devon County Council provided an update on the recommissioning of Homelessness Prevention Services and Supported Accommodation for 16+. We gathered thoughts and ideas around the recommendations from the needs analysis, and considerations for the new model. We advised we would use this to design the model with District Council colleagues and meet again at the end of September 2025 to share the proposed model and gather thoughts and feedback on this. The purpose of the engagement event is to share the proposed model of support for Post 16 and gather thoughts and feedback to continue co-designing this.
This event will be held on 22nd September 2025 at Exeter Racecourse, Kennford, Exeter EX6 7XS.
Arrival from 9:30am with event running from 10:00-13:00.
