## Summary

Westminster City Council has concluded the procurement process for the "Behind Every Door Stock Condition Survey (Mid & Low Rise)" project, awarding a contract to Savills (UK) Limited. This project, with an overall value of £191,000, pertains to the building surveying services industry, specifically for conducting a stock condition survey across 1,500 low and mid-rise dwellings. The survey aims to ensure the safety and suitability of living conditions for tenants, in compliance with new social housing regulations. The procurement process was marked as complete after a limited procedure, utilising direct award methods without prior competition, to address urgent needs. The contract was signed on 20th May 2025, and the work pertains to the UKI32 region, namely London.

This tender offers significant growth opportunities for businesses specialising in building surveying services, particularly those with the capability to conduct comprehensive housing inspections swiftly. Firms similar to Savills, who are adept in delivering high-standard consultancy in housing strategies, would be well-suited for such projects. These services are vital in helping local authorities like Westminster City Council meet regulatory requirements, securing the safety of their housing stock and ensuring compliance with health and safety standards. Engaging in such contracts could strategically position businesses to gain influence in the public sector housing domain.

Stock Condition Survey of 1500 low and mid rise dwellings as part of the Council's Behind Every Door Strategy. This will include a Housing Health & Safety Rating System (HHSRS) inspection and Decent Homes analysis.

### Procurement Information

The need for this urgent award is due to the Council having to ensure that our most vulnerable tenants live in safe properties which are in good repair and meet their needs. It will also ensure the Council meets the Social Housing Regulator's new Consumer Standards and the Decent Homes Standard (currently being revised). This offers very little time to undertake a competitive procurement process as doing so would significantly delay the delivery of this statutory requirement thereby putting Westminster City Council (WCC) at risk. The CHIC Consultancy Framework allows for a direct award. This Contract Award is compliant with PCR 2015/CCR2016 and a direct award from a Framework Agreement that is compliant with the Framework terms.
