## Summary

Leicestershire County Council, acting through ESPO, is currently engaged in the tender process for the provision of site security services under the framework titled "347_26 Site Security Services". The procurement falls within the services category and covers various security services including key holding, lock/unlock, static, and mobile guarding. The tender is based on an open procedure and is active, with key dates including a submission deadline of 23 March 2026. The procurement targets a national framework without regional lots, ensuring suppliers can bid on a regional basis, thereby encouraging participation from SMEs. The framework's estimated value gross stands at £120,000,000, with the contract period running from 20 April 2026 to 19 April 2028 and options to extend up to 2030. This initiative aims to serve various public entities across the UK, including local authorities and educational establishments.

This tender presents substantial growth opportunities for businesses specialising in security services, as it opens access to a wide range of clients across the public sector. Companies offering comprehensive security solutions, such as key holding and mobile guarding services, are well-suited to apply. The lack of geographical restrictions in the call-off process means that even small and medium-sized enterprises can competitively position themselves within the framework. Furthermore, the potential involvement with ESPO Trading Limited introduces additional prospects for entering supplementary commercial agreements. Businesses capable of meeting these service requirements while integrating social value elements and carbon reduction plans into their operations stand to benefit significantly by engaging with this framework.

## Notice

ESPO are establishing a national framework for the provision of site security services, to include key holding, lock / unlock services, static guarding, and mobile guarding. The framework is NOT divided into lots - the framework could have been split into Lots by region or service type. However, our customers typically require suppliers to be able to provide a full range of site security services. Tenderers are able to bid on a regional basis within the framework, therefore SMEs are not precluded from submitting a bid based on their location or service area and it was not deemed relevant to split into regional Lots. Please refer to the tender documents for further details - the closing date for submission of Tenders is 12:00 (12 noon / 12pm) on 23 March 2026. To tender (please proceed to step (e) if an expression of interest has already been completed): (a) Go to https://www.eastmidstenders.org/ (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '347_26' (via "View Opportunities" from the EastMidsTenders Portal); (d) Express an interest; (e) Download the tender documents (from the ProContract Activity summary screen). Any questions or clarifications relating to this tender opportunity should be submitted to ESPO as a message on the eProcurement Portal, once an Expression of interest has been completed.
