## Summary

The Centre for Environment, Fisheries and Aquaculture Science (CEFAS) has initiated a public procurement process aimed at establishing an aquaculture hub, under the contract title "CEFAS25-57 Aquaculture Hub." The project, categorised within the data services industry, focuses on setting up a website and a database to provide crucial information and resources for the aquaculture sector in England. Located in Lowestoft, United Kingdom, CEFAS operates under the central government as the buyer. The procurement stage involves contract amendments, with a notable amendment date set for 2nd April 2026 which stipulates an extension period until 31st March 2027. The procurement method employed is a direct award, largely due to the unique positions held by the suppliers, who possess exclusive rights to strategic aquaculture information. The award status is complete, and the contract is active, originally signed on 8th October 2025.

This tender presents significant opportunities for businesses involved in aquaculture, particularly SMEs focused on data services and research consultancy. Businesses such as Poseidon Aquatic Resource Management Ltd., the British Trout Association Limited, and the Shellfish Association of Great Britain are exemplary suppliers that contribute uniquely to the project through their industry-specific expertise and extensive stakeholder networks. These companies can leverage their strategic positions to provide impactful consultancy, development, and governance services, thus driving growth in the aquaculture sector. The project aims to enhance access to comprehensive aquaculture data and sectoral insights, thereby supporting industry growth, regulatory compliance, and strategic planning. This initiative is particularly relevant for enterprises involved in technical advice, data management, and aquaculture governance, paving the way for further expansion and collaboration opportunities across related enterprises and sectors. The contract, valued at £219,850 with potential for renewal, highlights both the strategic importance and financial incentive for participating organisations.

## Notice

The aim of this project is to establish an aquaculture data hub. This will provide a mapping interface with search and querying functionality to access information on aquaculture locations, sectoral production statistics and environmental performance, and host key position papers for the industry in one place, providing an essential resource for regulators (Defra, Cefas, MMO) policy teams, industry, researchers and the wider public. Importantly, the website will address a primary recommendation of the English Aquaculture Strategy (2020), published by Poseidon, which identified the limited availability of comprehensive information as a barrier to the development of the Aquaculture industry. The services covered under this procurement include stakeholder mapping and consultation, website development, governance and publicity.

### Procurement Information

The Shellfish Association of Great Britain are uniquely positioned, through their membership and contacts with farms, shellfish depuration units, suppliers and the capture sector to enable them to coordinate engagement with stakeholders in the shellfish and seaweed sectors conducting surveys to establish data and compliance needs. The British Trout Association are also uniquely positioned, through their membership and contacts to linked businesses such as processors and suppliers whose input is required, and have strong contacts at a ministerial level. This will enable them to coordinate engagement with stakeholders in the finfish sectors, conduct surveys to establish data and compliance needs, acquire strategies and position statements for this project. Poseidon specialise in strategic planning of aquaculture in the UK and Ireland and have a long-standing history working with Governments, importantly leading delivery of the English Aquaculture Strategy (EAS) which is the key driver for the Aquaculture Data Hub and similar projects across the UK. With all necessary contacts in place from previous consultations, they are uniquely positioned to work on the results of sector surveys against the objectives of the EAS.
