## Summary

Wolverhampton City Council has completed a procurement process for Specialist Domestic Abuse Services, using an open procedure under the light touch regime according to the Procurement Act 2023. The Council has awarded contracts for various lots, including support for domestic abuse victims in safe accommodation and community-based services for women, men, and counselling for adults. The process, which involved a voluntary standstill period ending on 29th April 2026, aims to provide comprehensive support informed by best practices and meet local needs in Wolverhampton. The contracts start on 2nd July 2026 and offer provisions for renewal with potential extensions, impacting the region of UKG39, United Kingdom, within the health and social work services sector.

This tender presents significant growth opportunities for SMEs and VCSEs, as evidenced by all awarded contracts going to small and medium-sized enterprises. Companies providing trauma-informed, culturally sensitive services or with expertise in bespoke counselling, safety planning, and supporting complex needs would find this procurement landscape conducive to their business objectives. Additionally, those businesses focused on creating social value and promoting recovery, independence, and stability for victims, while addressing diversity and inclusion, would excel in this environment, supporting Wolverhampton’s strategic responses to domestic abuse challenges.

## Notice

The procurement was an open, above threshold procedure in accordance with the light touch regime as set out in section 9 of the Procurement Act 2023 and the Council's Contract Procedure Rules. Although the services identified fall under Sections 9 and 10 of the Procurement Act 2023, the Council has chosen to observe a voluntary standstill period in accordance with Section 51 of the Act. CWC has procured the following services: Lot 2: Domestic abuse specialist support for women and their children in the community. Lot 3: Domestic abuse specialist support for men. Lot 4: Sanctuary support for victims of domestic abuse at home. Lot 5: Specialist counselling and therapy support for adult victims of domestic abuse
