## Summary

The UK Health Security Agency is conducting an Early Market Engagement (EME) for the provisioning of Oracle System Integration and Payroll Processing Services. This engagement aims to gather insights from experienced suppliers for the integration and implementation of the Payroll Module within MaPS, an Oracle-based ERP system. At this stage, the process is in the planning phase, with the UK Health Security Agency soliciting input from potential suppliers. The engagement activities include an Expression of Interest to be submitted by 28 May 2025, a questionnaire to be answered by 13 June 2025, and a UKHSA presentation set for 4 June 2025. This procurement initiative falls under the category of information technology services and is located in London, UK. Suppliers with experience in Oracle Configuration, cloud-based, or SaaS payroll solutions that ensure compliance and robust user experience are particularly encouraged to participate.

This early engagement offers substantial opportunities for businesses specialising in IT services, particularly those with expertise in integrating Oracle ERP systems and providing payroll solutions. Small to medium enterprises (SMEs) are eligible, and the procurement process will accommodate frameworks, potentially providing a platform for long-term partnerships. The engagement allows suppliers to showcase innovative and scalable solutions, positioning themselves for future competitive bids when the formal Invitation to Tender is released. Participating businesses will be able to understand market capabilities, assess potential challenges, and provide feedback shaping the procurement strategy, thus fostering growth and innovation in their offerings.

### Planning Information

UKHSA is undertaking an Early Market Engagement (EME) exercise to inform the potential procurement of services for the implementation of the Agency’s Payroll Module in MaPS (an Oracle-based ERP system) and the associated payroll processing services. This is not a call for competition but a pre-procurement activity aimed at gathering insights from experienced suppliers, understanding the current supplier landscape, and refining the procurement approach ahead of a possible Invitation to Tender (ITT).
