## Summary

The Department of Health and Social Care (DHSC) in London is in the planning phase of a public procurement process for the National HIV and Sexually Transmitted Infections (STIs) Prevention Programme 2026. This procurement initiative, planned for the region of United Kingdom, focuses on health services, particularly community action programmes, and other miscellaneous health services with an emphasis on advertising and marketing services. The procurement effort is scheduled to commence from April 2026 and run through March 2029, with potential renewal until 2030. Critical engagement milestones are expected, including a feedback deadline on 14th July 2025 concerning the draft specifications and proposed procurement strategies. Businesses are encouraged to register on the Atamis system for further engagement opportunities, with the communication expectantly being released before September 2025.

This procurement presents significant opportunities for businesses specialising in health services, community action programmes, and marketing services to expand their operations. Micro, small and medium-sized enterprises (SMEs), alongside organisations focused on social enterprises (VCSEs), are particularly encouraged to compete due to the project's broad reach across diverse UK regions and its focus on collaboration at different governmental levels. By engaging in this procurement, businesses can contribute to and benefit from acting as agents of vital public health initiatives, fostering collaborations that may lead to increased visibility, expertise in large-scale health campaigns, and an enhanced portfolio in national health innovation efforts. The programme's strategic importance in increasing awareness and testing for HIV/STIs makes it an attractive prospect for those looking to impact public health positively.

## Notice

The Department of Health and Social Care is seeking to commission an external partner to deliver the National HIV and Sexually Transmitted Infections (STIs) Prevention Programme for the next 3 financial years 2026/27, 2027/28 and 2028/29. The principal focus of the programme is the delivery of HIV and STI prevention interventions to key target groups, in whom the evidence demonstrates a higher or emerging burden of infection, at a national, regional and local level. The programme is critical in ensuring that people are aware of how HIV and STIs are transmitted, how they can protect themselves, how and where to have an HIV and STI test and developments in HIV prevention and treatment. Key objectives: A. Improve awareness, knowledge, understanding and uptake of combination HIV and STI prevention interventions among populations most affected by HIV and STIs B. Increase HIV and STI testing to reduce the undiagnosed population and proportion of late diagnoses C. Reduce levels of HIV related stigma, including within different communities, self-stigma and structural or institutional stigma D. Enhance collaboration across national, regional and local partners and multi-sector organisations. This is not a call for competition, but an opportunity to gather feedback to better understand market capabilities, refine the procurement strategy, and encourage supplier engagement. Interested parties can access the relevant documents via the Atamis system at https://health-family.force.com/s/Welcome using the procurement reference. Suppliers may also submit the completed questionnaire through Atamis but must be registered on the system to do so. Alternatively, questionnaires can be submitted by email to ccsinbox@dhsc.gov.uk, quoting "National HIV/STI Prevention Programme" no later than 14th July 2025 at 5pm
