## Notice

This PMEN is for the Business and Enforcement Operations (BEOps) Service in support of TfL's Road User Charging (RUC) programme. TfL currently operates the following RUC Schemes: - Congestion Charge (CC) - Low Emission Zone (LEZ) - Ultra-Low Emission Zone (ULEZ) - Blackwall and Silvertown Tunnel User Charging (TUC) - HGV Safety Permit Scheme - Penalty Charge Notice (PCN) processing for on-street enforcement (Traffic Enforcement TE) Background The contract which TfL wishes to award pursuant to this procurement process will cover both the Business Operations (BOps) and the Enforcement Operations (EOps) for RUC in a single contract, including IT systems and related services described in more detail below. The new BEOps Contract will support all current RUC Schemes, any associated volumetric changes and may also need to make provision for future enhancements or developments that may be associated with RUC schemes, subject to due governance process. The scope includes the detailed design, development, configuration, integration, testing, and implementation of scalable IT systems and services for both Business Operations and Enforcement Operations. It encompasses ongoing continuous operation, support and maintenance of the systems and services, alongside data quality analysis and collaboration with other RUC and third-party suppliers. The service provider will be responsible for the operation of the end-to-end BEOps Service including: - Receive Automatic Number Plate Recognition (ANPR) data for processing. - Customer account management. - Discount processing. - Digital services. - Payment processing, reimbursement services and billing. - Event processing. - Provision of an enquiry and complaints service via various channels including telephone, webchat and digital. - Financial accounting. - Validating contraventions. - Penalty Charge Notice (PCN) issuing and processing. - Representations and appeals. - Debt registration and enforcement. - Claims and applications. - Service management. Expected contract value in excess of PS2bn over the 20 year term.
