his procurement aims to establish an Open Framework Agreement valued at PS2.6 million over eight years to deliver targeted youth work services across Nottingham City and Nottinghamshire County. Spearheaded by the Nottinghamshire Police and Crime Commissioner (PCC) and the Nottingham and Nottinghamshire Violence Reduction Partnership (NNVRP), its primary objective is to reduce serious violence by addressing risk factors among children and young people (CYP) through early intervention. The services will focus on improving mental health, educational engagement, and community resilience, aligning with a public health approach to violence reduction. The framework comprises four distinct lots with specific requirements. Lots 1 and 2 cover Detached Youth Work in community hotspots (City and County respectively), requiring teams to deliver weekly sessions. Lots 3 and 4 involve School and Community Navigator Programmes (City and County), providing one-to-one mentoring for 10-17-year-olds at risk of school exclusion, with each young person receiving 8-20 tailored sessions across designated schools. All staff must hold enhanced DBS checks, and each team or service must include at least one practitioner qualified to JNC Level 2 Youth Work standard or equivalent. Services must adopt trauma-informed, Child First, and gender-responsive approaches, integrating the Signs of Safety framework. Services commence in October 2025, supported by a PS1,000 per lot setup fee for mobilisation. Ongoing requirements include weekly monitoring of outputs (e.g., sessions delivered, safeguarding referrals, CYP engagement) and outcomes (e.g., improved school attendance), submission of anonymised case studies, and active collaboration with schools, police, and local authorities.

Detached youth work is an outreach service engaging at-risk young people in their own communities-typically streets, parks, or gathering spots-rather than traditional venues. Teams of three qualified youth workers proactively approach groups, building voluntary, trusting relationships through informal education. Sessions focus on conflict de-escalation, promoting non-violent alternatives, and addressing issues like discrimination, mental health, and exploitation. Workers advocate for youth, facilitate access to support services, report environmental hazards (e.g., poor lighting), and collaborate with police/local agencies. Navigators provide 1:1 trauma-informed mentoring, addressing issues like behavioural challenges, truancy, and family dynamics. They collaborate with school pastoral teams to create tailored support plans, facilitate access to external services (e.g., mental health or substance misuse programs), and extend outreach to families/communities when needed. The role focuses on early intervention-improving school attendance, reducing violent behaviour, and fostering resilience-using evidence-based approaches aligned with the Youth Endowment Fund's recommendations for mentoring and social skills development. or this particular Lot the service will be delivered within the Nottinghamshire region.

PRE MARKET ENGAGEMENT FOR LOT 1 ONLY
The purpose of the Pre-Market Engagement exercise is to issue prior notice to the market of a future intention to advertise an opportunity which may be of interest to providers.
Only organisations who can meet the minimum requirements required for the Service and are outlined below should submit an Expression of Interest. The purpose of this process is to engage with providers who are positioned to deliver this Service. This is not an opportunity for speculative interest or for organisations who do not meet the baseline capabilities. 
Lot 1: School and Community Navigator Programme
The School and Community Navigator Programme is an initiative aimed at providing tailored support to young people within schools and extended to the local community. It is a preventative programme to engage with children who are showing first signs of disengagement from education, through to those considered at risk of exclusion, whether this be behavioural issues within lessons or during the school day, truancy, absenteeism, history of suspension etc.
Navigators will work within both primary and secondary education establishments. There will be a particular focus on identifying and engaging with Year 6 pupils and supporting them with their preparation for secondary school.
Requirements for Lot 1: School and Community Navigator Programme are likely to include:
- To deliver social skills informed - 1-2-1 mentoring to children at the point of their first suspension or those identified as at risk of exclusion or disengagement from education, with the aim of helping them to develop self-regulation, relationship skills, conflict resolution, and decision-making abilities.
- To establish a trusted adult space within schools where bespoke support can be provided, including risk assessments and referral to specialised services. A case management system is desirable if access to the school system is not possible, to track delivery of interventions, referral to other organisations/agencies, engagement of the YP and interim and overall outcomes and goals.
- Conduct risk assessments and follow local Safeguarding pathways.
- To work closely with statutory and non-statutory agencies across the City and County to ensure effective referral pathways. Including scoping out and building relationships with local provision to refer children into.
- Activity is Nottinghamshire County and Nottingham City based and accessible to residents residing within these areas (specific schools to be confirmed).
Baseline Capabilities for Lot 1
- Youth Work accredited (Level 2 award) or equivalent mentoring qualification.
- Enhanced DBS.
- Evidence of a redacted safeguarding referral form submitted within the last 12-month period.
- Knowledge of localised provision.
- Experience of delivering mentoring within education settings - including reference(s) from an education setting(s).
- Experience of working and engaging with children with vulnerabilities and/or complex needs to support and recognise their individual needs.
- Experience of working and engaging with families of children with vulnerabilities and/or complex needs.
- Case Management System in place or agreement in place to access the school case management system.
- To be able to deliver a trauma aware, culturally competent and gender responsive service.
- Embedding the four tenets of Child First Approach as mentioned 
above.

This session will focus specifically on Lot 1 - School Navigator Programme of the future contract and will provide an opportunity for potential providers to review and comment on the proposed service specifications. Attendees will be able to ask questions, share insights, and help shape a clear and deliverable approach for this aspect of the procurement.
