## Summary

Westminster City Council is currently in the planning stage of a tender process for the Supported Accommodation for Looked After Children and Care Leavers project. This public procurement involves the management and delivery of high-quality accommodation for 16-17-year-old looked after children across the Royal Borough of Kensington and Chelsea and the City of Westminster, with 20 units available in the London Boroughs of Harrow and Brent. Notting Hill Genesis owns the buildings, which the successful applicant will manage. An engagement milestone is scheduled for 16th October 2025, and a series of market engagement questions are available via the e-tendering platform Jaggaer to gauge market interest. The contract is classified under social work and related services, with an estimated value of £1.9 million (gross amount £2.28 million) and a planned start date of 1st April 2026.

This tender provides a significant opportunity for businesses specialising in social services to secure a long-term contract with an initial term of three years, extendable by up to two additional years. It is particularly suited for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) capable of delivering low support services to youths transitioning from care to independent living. By participating in this procurement process, suitable businesses can leverage their expertise in social work and related services to contribute to the well-being of young people in the borough, while simultaneously expanding their business operations within the public sector.

## Notice

This contract will be to manage and deliver high-quality accommodation aimed at 16-17-year-old looked after children across the Royal Borough of Kensington and Chelsea (RBKC) and the City of Westminster. The contract comprises a total of 20 units based across 3 separate sites in the London Boroughs of Harrow and Brent, aiming to provide accommodation for RBKC and Westminster's looked after children aged 16-17 (six and fourteen units respectively). The buildings are owned by Notting Hill Genesis, and the successful applicant will be required to take over day-to-day management of the building. The service is intended to be low support service, supporting looked after children who are moving from private semi-independent living provision, residential or foster care, or those who have recently been made looked after; and helping them to gain the skills and experience they will need to reach adulthood and live independently. While the aim is for the properties to accommodate 16-17-year-olds, there may be some 18+ young people also housed where this is deemed appropriate. The young people may have been referred from the respective boroughs' localities or unaccompanied asylum-seeking children's teams. This contract will be let for 3 years plus the option to extend for a further 1 + 1 years.
