## Summary

Transport for London (TfL) is in the planning stage of a procurement process for the acquisition of 29 bespoke battery locomotives. This initiative falls under the goods category within the transport equipment industry. The procurement is in preparation for replacing the current ageing fleet, aiming to enhance the infrastructure by introducing zero-emission technology with improved operational efficiency. Key preliminary market engagement activities are currently underway, scheduled to conclude by 20th April 2026. These activities involve supplier visits and feedback rounds at the Ruislip Depot, London, to gather insights and refine technical requirements for the tender, which is classified as a public authority - central government type of procurement.

This tender presents significant opportunities for businesses specialising in manufacturing railway maintenance and service vehicles, particularly those with innovative solutions in battery technology and heavy haulage capabilities. Companies with a solid track record in delivering complex transport solutions and those able to provide increased haulage capacity will find this project well-suited to their expertise. The procurement process will be conducted in a transparent manner, allowing industry players to contribute to shaping the project requirements and timelines, fostering growth and diversification in the transport sector.

## Notice

Transport for London (TfL) plans to procure 29 bespoke battery locomotives to replace its life expired fleet. The new locomotives will: * Operate across the entire TfL network. * Support four signalling systems. * Deliver increased haulage capacity from 400 to 600 tonnes per vehicle pair. This programme is critical to TfL's infrastructure works, ensuring improved reliability, zero-emission technology, and operational efficiency. Early engagement will help shape technical requirements and delivery timelines.
