## Summary

The Warwickshire County Council, in collaboration with Coventry City Council, has awarded a contract to Prospects Services for the "CSW - Tracking and Supporting the Participation of 16-17 (up to 25 SEND) year olds into Education, Employment or Training" project. This contract is part of a broader initiative to support young people in the West Midlands, UK. The procurement process utilised an open competitive flexible procedure under the light-touch regime, culminating in a contract signed on the 28th of October, 2025. The contract period begins on the 1st of April, 2026, and runs until the 31st of March, 2029, with options for extension contingent on performance. The contract aims to address the needs of young people who are Not in Education, Employment, or Training (NEET), with a focus on raising aspirations and facilitating smooth transitions into further education or work opportunities. The initiative is significant, with a total contract value of £3,000,000, indicating a substantial commitment to regional youth development.

This opportunity presents diverse chances for growth, particularly for organisations specialising in educational and training services. Companies equipped to deliver such services and those familiar with working with public sector contracts are well-placed to benefit from the high investment involved. Given the tender's emphasis on innovative tracking and support techniques, businesses with robust data management and engagement strategies may find advantageous pathways for collaboration. Furthermore, organisations that can align with local authorities' planning efforts and have capabilities in facilitating engagement with young people at risk of becoming NEET are particularly well-suited. This project not only offers a lucrative opportunity for business expansion but also allows participation in a meaningful initiative that aims to positively transform the lives of young people in Coventry and Warwickshire.

## Notice

Warwickshire County Council (the Council), in collaboration with Coventry City Council is seeking a single provider to enhance the participation of 16-17-year-olds in education and training (EET) and to reduce the number of young people who are Not in Education, Employment, or Training (NEET) or whose situation is unknown. Each authority will have its own separate, stand-alone contract and will individually manage the performance of their respective contracts. The service provider will track young people's post 16 participation in education and training and identify NEET young people through the tracking activities, ensuring clear referral pathways to other organisations, including learning providers. Additionally, the provider will identify young people who are at risk of dropping out of learning provision and offer support to help them overcome barriers to engagement in EET. The Service aims to focus on and support young people who are NEET by: 1. encouraging, enabling and assisting young people to participate in education and training. 2. raising awareness of local labour market opportunities. 3. raising aspirations - setting high expectations of every individual. 4. linking to the local authorities for planning and data collection for the Department for Education (DFE). 5. linking with National Careers Service providers, NEET delivery providers and Jobcentre Plus. * The service outlined in this specification will be available to: * all young people in Coventry and Warwickshire who are in Year 11 up to the end of the academic year they turn 18 (up to 25 for young people with an EHCP/Care Leavers); * those young people identified as not in education, employment or training (NEET); * schools, colleges and training providers in Coventry and Warwickshire. The service provider will be compliant with DfE MI Requirements as set out in the DfE's most recent NCCIS Management Information Requirements guidance
