## Notice

The White Rose Partnership which comprises of 14 Placing Authorities (Local Authorities/Trusts). These include: * Barnsley, Bradford (and the Trust), Doncaster, East Riding, Hull, Leeds, North East Lincolnshire, North Lincolnshire, Rotherham, Sheffield, Calderdale, Kirklees, Wakefield, York. The purpose of this section is to set out the overarching framework and expectations for the White Rose Regional Partnership ("WR Partnership") in how local authorities commission, manage, and deliver care services for children, young people, and families across Yorkshire and Humber. Specifically, it: * Defines the standards, responsibilities, and performance expectations for Providers delivering services under the White Rose regional agreement. * Establishes a consistent, regional approach to commissioning residential care, fostering, and family support services. * Ensures that Providers and Placing Authorities work within a shared framework aligned to national reforms such as the Stable Homes, Built on Love strategy and Regional Care Cooperatives (RCCs). * Clarifies the structure of the open framework agreement, its duration, service lots, and terminology used throughout the specification.
