## Summary

Transport for London (TfL) is initiating a procurement process for the Renewable Corporate Power Purchase Agreement ('PPA Nimbus'), aimed at purchasing renewable energy through Virtual PPAs. Currently in the planning stage, this procurement will supply up to 500 GWh per annum from renewable sources such as solar and wind facilities, and is expected to run from October 2028 to December 2032. As a central government public authority based in London, TfL is seeking interested parties to respond to its Market Sounding Questionnaire by 6th April 2026 to potentially inform its strategy regarding the procurement approach. The procurement method involved requires registration on TfL's SAP Ariba portal.

This tender offers significant business growth potential for renewable energy generators, engineering service providers, and construction companies specialising in building or repowering solar or wind energy assets. Entities in the petroleum, electricity, and installation services sectors across the United Kingdom are well-positioned to compete for this opportunity due to the anticipated volume range of 40-250 GWh per project and the long-term fixed-price structure linked to CPI. With the buyer being TfL, a key public transport operator, the opportunity could drive substantial exposure and long-term contracts for successful bidders, promoting a commitment to sustainable energy solutions in the public utilities domain.

## Notice

Transport for London (TfL) is exploring entering into multiple Virtual PPAs (VPPAs) with renewable generator(s)/counterparties, up to a maximum volume window of 500GWh per annum (30% of TfL's total volume). The procurement will concern generation from specific renewables facilities for the supply period, and will require additionality. The expected contract structure is a pay-as-produced VPPA, for solar or wind (onshore and offshore), new-build or repowered assets. The individual PPA/project volume range is expected to be 40-250GWh, with a delivery window of October 2028 to December 2032 and a fixed pricing structure with CPI-linkage. More information on the proposed requirement is available in the MSQ. Details on how to access this document are given below.

### Planning Information

TfL are looking for parties that may be interested in this opportunity to respond to the Market Sounding Questionnaire (MSQ) which can be accessed via TfL's e-tendering portal, SAP Ariba.
To do so, organisations will need to register on SAP Ariba via the following link: https://service.ariba.com/Supplier.aw . Please find more detailed steps on registering below.
This exercise does not form part of any procurement process. All responses will be carefully considered but will not bind TfL to any particular approach, nor will responses be treated as conveying any promise or commitment on the part of the respondent.
Any feedback received will be reviewed and may be considered in determining TfL's future approach to the procurement of PPAs. Responses will be treated in confidence by TfL and shared only with organisations supporting on our strategy (where these organisations are under contract and therefore subject to maintaining confidentiality).
For your feedback to be considered, your completed MSQ must be received by 12:00pm (midday) on 6th April 2026.
Following submission of MSQ responses, TfL may conduct 121 conversations with a number of responding organisations with a view to further informing the strategy going forward.
The following instructions explain TfL's e-tendering portal and provide guidance on how interested parties will be able to communicate with TfL in relation to this exercise.
