## Summary

The procurement process is led by the Scottish Fire and Rescue Service (SFRS), aiming to provide Structural Fire Kits and associated personal protective equipment for its personnel. This initiative falls under the industry category of Protective and Safety Clothing, identified by the CPV code 35113400. The procurement is situated in the UK region with specific delivery addresses in UKM. As of the latest update, the procurement stage has reached the "Award" status. Notably, the tender is being carried out through a "limited" procurement method, allowing an award procedure without prior publication of a call for competition. The contract is valued at £2,500,000 and was signed on 19 May 2025, with an active status effective from 1 July 2025, covering a period until 31 December 2026.

This tender could present substantial business growth opportunities, particularly for companies specialising in protective and safety clothing, such as those with expertise in supplying fire service equipment. With SFRS planning to directly award the contract to Bristol Uniforms Ltd due to delays in replacing the national agreement, small and medium-sized enterprises (SMEs) in the UK capable of meeting stringent quality standards could find new avenues for collaboration. The emphasis on quality over price in the award criteria, with a ratio of 80:20, signals a strong preference for reliable and high-quality equipment, which firms capable of delivering such standards could leverage to strengthen their market presence and build long-term partnerships with public bodies.

### Lot Information

Lot 1

In 2017 SFRS utilised the National Collaborative Framework Agreement for the Provision of Personal Protective Equipment for Fire Fighters to award a contract to Bristol Uniforms Limited for a period of eight years. This contract is due to end on 30 June 2025 with no option to extend. The National Fire Chiefs Council (NFCC) commenced a project to replace the previous national agreement in 2024, but the project has been delayed, and the delay has resulted in SFRS being unable to award a new contract to replace the current one. There will therefore be a period of around 18 months between the current contract ending and SFRS being able to call off from a new contract. Therefore, SFRS are looking to direct award a contract to Bristol Uniforms Limited to cover the 18-month period. Additional information: The Scottish Fire and Rescue Service intends to award a contract for the Provision of Structural Fire Kit and Associated PPE under the terms of Regulation 33 (4)(b) of the Public Contracts (Scotland) Regulations 2015

### Procurement Information

SFRS has a statutory duty under Part 2 of the Fire (Scotland) Act 2005 (FSA 2005) to respond to fire and road traffic incidents and a power to respond to other events and situations. The Fire (Additional Function) (Scotland) Order 2005 (F(AF)SO 2005) sets out situations or events that SFRS has a statutory duty to respond to.
