## Notice

Description Nuclear Restoration Services Ltd (NRS) is undertaking preliminary market engagement, in accordance with the Procurement Act 2023, in relation to the potential future procurement of the design, manufacture and testing of plant and equipment for a waste Transfer Corridor, in support of the decommissioning of the legacy Shaft and Silo ILW storage facilities at the Dounreay Site, Caithness, Scotland. This Prior Information Notice (PIN) is issued for information and engagement purposes only. It does not commence a procurement procedure and does not represent any commitment by NRS to award a contract. Background and Site Context The Dounreay Site represents one of the most complex decommissioning environments in the UK nuclear estate, combining legacy experimental facilities, constrained site conditions, and long term high hazard activities within a live, regulated nuclear site. The Shaft & Silo programme is expected to span multiple years and will require a breadth of requirements including Plant and Equipment for newly constructed facilities. NRS is exploring the ability to contract design and delivery of Plant and Equipment for a newly constructed Transfer Corridor, as part of the overall programme of works Indicative Scope Indicative requirements may include engineering design, manufacture and testing, operational and maintenance manuals, and delivery for the Plant and Equipment. There may also be a requirement for post-FAT storage. These requirements will enable waste to be safely transferred from the Silo to a new Shaft waste processing facility via a new Transfer Corridor, directly supporting their construction and commissioning. Note: The construction of facilities including the Transfer Corridor, and the installation of the plant and equipment, are outside of this procurement. The scope and delivery approach remain under development and may change.

Market Participation
NRS welcomes engagement from single economic operators, consortia, and joint ventures, including arrangements formed specifically for complex nuclear delivery projects. NRS has not predetermined the preferred delivery or market structure.
Contractual and Commercial Context
Subject to future approvals, any contract may be awarded to a single supplier or integrated delivery entity, may use an NEC4 form of contract (for example PSC or ECC), and may be phased to align with programme maturity and site constraints.
Indicative value and duration
The anticipated contract value is in the range of £10.2m to £11.8m (ex VAT), with an indicative duration of up to 4 years (subject to future approvals, funding and final contract structure).
The procurement procedure, contract packaging and lotting approach have not yet been determined.
Preliminary Market Engagement
In line with the Procurement Act 2023, NRS may undertake proportionate market engagement activities, including written information requests, supplier briefings or limited one to one discussions. Participation will not confer any advantage or disadvantage in any future competitive tendering procedure.
As part of the preliminary market engagement, NRS intends to hold a face-to-face supplier engagement event, following the virtual supplier webinar held on 21st May 2026, to obtain market insight (via questionnaire) and provide further information on the potential procurement. 
Due to logistical consideration, and the demand shown at the virtual session, there will be a limit to the number of attendees NRS can accommodate at the event. NRS intends to limit the session to two attendees, per organisation, of those who submitted an expression of interest to the Virtual Session prior to it being held. This may change and any alterations will be communicated. To ensure ongoing transparency the outcomes of the session will be made available in the e-sourcing system (Atamis) to any who register interest in the procurement going forward.

NRS will retain a log of expressions of interest to facilitate notification of any subsequent procurement arising from this preliminary market engagement.

NRS intends to use the outcomes of the preliminary market engagement to inform and refine its procurement strategy and associated tender documentation.
Any high-level outputs from the engagement will be shared with all organisations that have expressed an interest, to ensure transparency and equal access to information.
