## Summary

Surrey County Council is currently in the tender stage of a public procurement process titled "Housing and Mental Health Accommodation Opportunity in Surrey." This procurement opportunity is focused on developing four former care home sites into mixed residential developments to support general needs housing and specifically, accommodation for individuals with mental health needs. Located in regions UKJ25 and UKJ26, this project is part of a broader strategy to address housing shortages and enhance mental health services. The procurement method being used is a competitive flexible procedure with submissions allowed via electronic means until the expression of interest deadline on 17 June 2026. The procurement falls under the 'construction work' category, and Surrey County Council aims to find a single delivery partner who has the financial capability and relevant experience to execute the project. The tentative award period is expected to end by 26 March 2027.

This tender presents a significant opportunity for companies in the construction industry, particularly those with expertise in developing residential and care facilities. Businesses that have experience in working on large construction projects, particularly those that incorporate specialized care elements, are in a strong position to compete. The contract, furthermore, aligns with Surrey County Council's goal of creating more self-contained housing units, providing chances for businesses to contribute to the local community's well-being and respond to a critical housing need. By engaging in this project, businesses can expand their portfolio and impact on social housing development, fostering sustainable economic growth in the Surrey region.

## Notice

The Authority wishes to establish and enter into a Contract with a single delivery partner to develop four former care home sites as mixed residential developments comprising general needs housing including units of this housing allocated to people with mental health needs who have eligible Adult Social Care needs. The Authority is seeking to appoint a single delivery partner with the financial means and relevant experience to deliver this programme across all four sites. The Authority is contributing four council-owned sites, enabling delivery without land acquisition and supporting the Authority's objective of a cost-neutral capital position. Please find further information on the e-sourcing portal's 'Documents' section attached to this opportunity. Please note that the Authority intends to award leases for the four sites for a minimum length of 250 years. The tender notice does not allow a contract end past 2099 therefore the date on this notice will differ from the end date of the lease.
