## Summary

Cumberland Council in Carlisle, UK, has completed the procurement process for the Highways Materials Framework 2025. The tender focused on highway maintenance supplies, including bituminous materials, ready mix concrete products, dry aggregates, and miscellaneous road repair products. This was an open procedure under UK legislation, with a procurement method allowing delivery orders at the lowest cost without reopening competition. The framework agreements were finalised on 12th March 2026, with contracts starting from 1st February 2026 and running until 31st January 2029. The industry category is highway materials, and the procurement falls under the sub-central government public authority type.

This tender presents substantial opportunities for businesses skilled in manufacturing highway maintenance materials. Large enterprises such as Breedon Trading Limited and Tarmac Trading Limited, alongside SMEs like Handy Concrete [Cumbria] Limited, were successfully awarded contracts, demonstrating opportunities for both large-scale and smaller operations to thrive in this market. The framework setup ensures consistent supply volume with locked-in pricing, enabling businesses to scale and guarantee steady revenue over multiple years. Suppliers involved possess expertise in producing CE-marked construction materials, making them well-suited to meet contractual obligations and expand their presence in public sector operations. Businesses aligned with these offerings should look into similar opportunities to boost their market presence and long-term growth.

## Notice

The Materials to be delivered under this Framework are to facilitate highway maintenance works to repair potholes and worn out carriageway carried out by Council's in-house operations teams.
