## Summary

The "YORbuild Major Works 2" framework, initiated by Leeds City Council, is a comprehensive procurement process aimed at providing services to public sector bodies within the Yorkshire and Humber region and its surrounding areas, including Nottinghamshire, Derbyshire, Leicestershire, and the North East of England. This framework is focused on general building works and may include contractors’ design and some civil engineering works. The procurement process is conducted using an open procedure method, ensuring fair competition in awarding contracts. The procurement has reached the award stage, as of 23rd June 2026, following a timely execution of planning and tender stages throughout 2025-2026. The contract is set to begin on 6th July 2026, with completion forecasted by 5th July 2030, allowing for the possibility of extension up to 2032. The framework includes two lots, with financial thresholds exceeding £10 million and £30 million, respectively, to support substantial construction projects.

This procurement presents significant opportunities for businesses engaged in construction and related services. Companies that can provide comprehensive building and civil engineering solutions are particularly well-placed to benefit. The framework invites large scale enterprises as well as SMEs capable of handling high-value projects ranging from £10 million to over £30 million. It encourages economic regeneration, sustainability initiatives, and innovation in construction processes, which businesses can leverage for growth. Participating in such a framework can enable firms to establish themselves as key players in public sector projects across multiple regions in the UK. Large construction firms with the capacity for designing and executing extensive projects stand to gain the most from these opportunities.

## Notice

A Framework Agreement to serve all public sector bodies (and their statutory successors) and third sector organisations in the Yorkshire and Humber region, Nottinghamshire, Derbyshire, areas of Leicestershire and North East of England and Lincolnshire (UKE, UKC, UKF3, UKF1, UKF21 and UKF22). The works involved are principally general building works, including contractors design when required. In addition some civil engineering works may also be included.

### Lot Information

Over PS10 Million to PS30 Million

Renewal: The framework has an initial term of 48 months and an option to extend for a further period of 24 months to allow the appointed contractors adequate time to recoup their significant initial investment in establishing processes and procedures that will deliver the improvements that the clients are seeking through this framework. These include Economic Regeneration, Carbon and Waste Reduction, Training and Employment initiatives, training of their staff to new ways of working, Digital Construction, the Construction Playbook and Construction Innovation. In addition there will be significant investment required from clients in undertaking the selection and evaluation process, and in particular the training of their staff and consultants to new ways of working. The partnering and collaborative working objectives that will form part of this framework may only be capable of being realised over longer periods of time than 48 months, not least because a number of Local Authorities may only start using this framework when their existing arrangements expire. Further details are set out in the framework documents.
