## Summary

Southampton City Council is in the planning stage of the procurement process for the Southampton Early Access and Support (SEAS) Services. As a sub-central government public authority, the Council aims to provide services that align with various statutory responsibilities, including those under the Care Act 2014, the Health and Social Care Act 2012, and the Children and Families Act 2014. This initiative focuses on health and social work services in the region of Southampton, with a planned contract period from 1st April 2026 to 31st March 2036. The procurement method is a competitive flexible procedure, with an estimated gross contract value of £27.6 million. Key upcoming dates include a future notice on 1st July 2025.

The SEAS services project presents significant opportunities for businesses, particularly those in the health and social work sector, to grow by providing preventative and early intervention services. Organisations that specialise in community-based support for adults, carers, and individuals with low to moderate needs will find this tender particularly relevant. The competitive flexible procedure employed by the council allows for a more adaptable approach, creating space for SME and VCSE organizations to participate and potentially revolutionise service provision in collaboration with the city council to foster innovation and sustainability in public health and social care.

## Notice

Southampton City Council has a statutory responsibility under the Care Act 2014 to provide or arrange services that prevent or delay the development of care and support needs, reduce existing needs, and promote individual wellbeing. This includes duties around the provision of information and advice, and ensuring that people are able to access preventative services that support them to live independently and maintain quality of life for as long as possible. The Council also has related duties under: * The Health and Social Care Act 2012, to promote integration and reduce health inequalities. * The Children and Families Act 2014, for young people with additional needs transitioning into adulthood. * The Equalities Act 2010, to ensure equity of access and non-discriminatory service design. SEAS (Southampton Early Advice and Support) is being developed to meet these statutory obligations by delivering coordinated, community-based early intervention and preventative support across the adult population, including carers and people with low to moderate needs who do not yet meet eligibility thresholds for formal care. The Authority plans to run a competitive flexible procedure to identify suitable provider(s) to deliver these services.
