## Summary

The procurement process conducted by Oldham Metropolitan Borough Council, located at Spindles Shopping Centre, Oldham, United Kingdom, covers the provision of services within the care sector. The tender titled "Care at Home, Night Service, and Extra Care," outlined a comprehensive plan involving services for diverse populations in Oldham, addressing individual care needs through various service packages. Initially commencing with pre-market engagements in June 2025, the procurement was guided by an open procedure method, with several key deadlines including submissions by December 2025 and award decisions by January 2026. However, the latest update on 23rd March 2026 led to the cancellation of the tender due to contractual amendments affecting employee wages.

This tender represented an attractive opportunity for businesses experienced in delivering person-centred social services, particularly for those registered with Care Quality Commission (CQC) with a rating of Good or Outstanding. With a substantial budget allocation estimated at £146 million, the announcement targeted SMEs and VCSEs looking to expand their operations within Oldham. Despite its cancellation, the initial planning demonstrates future growth potential in the sector, encouraging providers to prepare for upcoming tenders which might be introduced anew, promoting innovative care solutions that enhance social value and meet the community’s evolving needs.
