## Notice

West Northamptonshire Council has undertaken a competitive procurement process to commission a Support Provider to continue to deliver specialist support to individuals with multiple and complex needs with a history of rough sleeping or at risk of rough sleeping, who are accommodated at Oasis House, Northampton. WNC has expressed a commitment within its Homelessness and Rough Sleeping Strategy 2024-2027 to homeless people with multiple needs who are rough sleeping or at risk of rough sleeping people is tailored to the needs of individual to secure better outcomes, improve health and wellbeing and support recovery and avoid repeated homelessness. The scheme will provide a 'preventative' service and work in partnership with WNC and its partners to accommodate people with immediate housing and support needs, preventing rough sleeping, and assisting rough sleepers in transitioning to independent living. It will also offer off-the-street rapid response beds for an initial assessment period within en-suite rooms to identify the housing and support needs of service users based on their assessed needs and risks. The goal is to minimise returns to homelessness, promote independence, prevent social exclusion, support individuals with substance misuse issues, and operate within a psychologically informed environment

West Northamptonshire Council (WNC) would like to invite Providers to attend a market engagement event via Microsoft Teams on 5th June 2025 from 10.00am - 11.00am for its supported accommodation service based at Oasis House, NN1 3DS, for individuals who are homeless and have a history of rough sleeping. 
Purpose of the Engagement: 
West Northamptonshire Council will be inviting tenders for its supported accommodation service in Oasis House, Northampton. The Service is for people who are identified as having experienced rough sleeping and those identified as being at risk of rough sleeping or becoming homeless, addressing a range of medium to high level needs, acknowledging that different individuals require differing levels of support. The Service will work with the individual to understand what support they need to live independently, by assessing their ability to manage daily tasks, maintain a safe environment, and access community services. 
During this event, the service details will be presented and questions will be welcomed from attendees. 
The service is divided into two parts: 
Part A comprises of 48 bed spaces for people identified as experiencing rough sleeping or at risk of rough sleeping, who have a mixture of medium and high support needs, including those who need to 'step up' from lower level of supported accommodation service. The Service will offer support to move on and sustain independence, including work, learning and employment, resilience and building links within the community.  
Part B comprises 11 assessment beds, on the ground floor, for up to 28 days, to allow for rapid and comprehensive assessments of individual needs and onward placement in an appropriate service. The facility is within the main Oasis House building but accessed through a key-fob controlled door; through which residents in the main building will not have access. All access will be via referral from the Outreach Team, which may include on- the night emergency placement.

Participating in any market engagement exercise does not guarantee any Provider any future work with WNC.
