## Summary

Hampshire County Council is in the planning stage of commissioning new children's homes specifically tailored for Hampshire children with complex needs. This prospective tender, titled "Children Residential Care," falls under the services industry category, specifically health and social work services, and targets a delivery region denoted as UKJ3, within the United Kingdom. The council anticipates rapid mobilisation with a planned contract period from 1st December 2025 to 30th November 2030. Organisations interested in this procurement process should note the key date when future notices will be communicated, which is set for 17th July 2025.

This procurement presents significant opportunities for businesses, particularly those specialising in health and social care services. Enterprises that have strategic plans for expansion or development in children's residential care would be well-positioned to compete for this tender. Companies already in the process of identifying and developing new homes, especially those catering to children with Social, Emotional and Behavioural Difficulties, can leverage their expertise to help meet local demand. The procurement, valued at £35 million, underscores Hampshire County Council's commitment to improving sufficiency in residential placements within the area, offering growth prospects for businesses aligned with their objectives.

## Notice

In Hampshire, like the national picture, we are seeing a growing need for children's residential placements. Specifically, we have an increasing need for residential care for those children between the ages of 12 (and most commonly 14) - 17, up to the age of 18. We have seen an increase in children who have higher needs due to trauma, dysregulated or challenging behaviour and poor mental health. For this cohort of children it takes much longer to find a suitable residential setting, which can mean these children spend time in temporary placements and/or arrangement that do not meet their needs. Our aim is always to identify suitable placements, close to the child's family home, where appropriate, enabling the child to maintain their social and support networks, including access to health and education. In Hampshire circa. 60% of the approximate 190 children we care for in Residential settings are placed outside of Council's geographical area. What we are looking to do: To address our sufficiency duty we are looking to commission new children's homes specifically for Hampshire children with complex or challenging needs. We anticipate undertaking a tender exercise to commission: * Solo homes for children with the highest / most complex needs * 1 x multi bed setting with a focus on supporting children with Social, Emotional and Behavioural Difficulties which may also include challenging behaviours, poor mental health and/or neurodiverse conditions. We would be looking at a rapid mobilisation period to increase sufficiency and enable placements as soon as possible. For this reason, we are looking for organisation who either; have identified and committed to development or expansion as part of their growth business model; have plans already in place for the identification and development of a new home or those who are in the process of registering a setting that could meet the need(s).
