## Summary

The Nottingham University Hospital NHS Trust is planning a procurement process for a Minor Works Construction Framework, focusing on building, extension, refurbishment, and related works. The process is in the planning stage as of May 2025, with a planned notice for October 2025. The framework includes multiple regions within the United Kingdom and falls under the industry category of construction, specifically construction work for health-related buildings. The procurement method involves a framework agreement, and the contract is anticipated to commence on 1st May 2026, running until 30th April 2028, with an option for renewal up to April 2030. The Trust intends to adopt standard forms of contract such as JCT or NEC4, and evaluate submissions based on quality, social value, and price with an emphasis on aligning with government missions under the social value model.

This tender represents significant opportunities for businesses, particularly those within the construction industry. With a total gross value of £24 million, the Framework is designed to support SMEs, as it will be divided into two lots with four suppliers each. Businesses specialising in construction, extension, and refurbishment, with the ability to deliver quality service and adhere to performance-based KPIs, stand to benefit significantly. The evaluation criteria, which include social value, not only encourage larger firms but also favour companies that contribute positively to community and societal goals, providing an inclusive competitive environment for potential suppliers.

## Notice

The scope of the Minor Works Construction Framework includes, but is not limited to building, extension, refurbishment, adaptation and associated works to the Nottingham University Hospitals NHS Trust (The Trust)'s properties. The aim of the Trust is to work in partnership with the Suppliers appointed to the Framework to deliver the scope. The result is to achieve a high quality level of customer service and standards of work whilst maximising value for money. The Trust is considering use of standard forms of contract for this procurement (E.g. JCT, NEC4) for the framework and subsequent call off contracts, alongside KPI's that reward suppliers for good performance over the duration of the framework term. To ensure SME's are given a fair chance and are not deterred from taking part in the eventual procurement, it is envisaged the Framework will be split into two Lots with four Suppliers appointed to each Lot. The Trust is considering evaluation criteria of 50/10/40 quality/social value/price respectively. It is likely the theme shall align with the Government missions as set out in the social value model https://www.gov.uk/government/publications/ppn-002-taking-account-of-social-value-in-the-award-of-contracts/procurement-policy-note-002-the-social-value-model-html The information in this notice may be subject to change prior to publication of the Tender Notice as the procurement progresses, however. e.g. following any Preliminary Market Engagement, for example.
