## Summary

The procurement process, titled "Collaborative Delivery Framework 2," is being organised by the Environment Agency, a public authority under sub-central government in the United Kingdom. The project is currently in the planning stage, as of the latest notice published on 23rd May 2025. The procurement is focused on delivering asset management activities, encompassing Flood and Coastal Risk Management, and various engineering works, throughout the UK. This large-scale framework, which includes construction projects valued between £1 million to £75 million, will begin on 31st January 2027 and conclude by 30th January 2035. Interested suppliers should note that further notices are expected by 31st March 2026.

This tender presents significant opportunities for businesses involved in engineering works and construction consultancy services. Companies with expertise in both nature-based and traditional engineering solutions will find particular opportunities for growth, given the project's focus on diverse asset management for the Environment Agency's programmes. The procurement process anticipates a framework agreement, favouring businesses capable of contributing across multiple lots. Companies equipped to offer comprehensive appraisal, design, technical support, and construction solutions are well-suited to compete, especially those that can engage with high-value projects. The total budget for this ambitious framework is set at £6 billion, providing substantial lead prospects for successful bidders.

The Framework will be required to develop, design and deliver nature based solutions and more traditional hard engineering based solutions. The framework will be used for construction projects in the range of PS1m to ~PS75m (upper limit TBC). Construction and detailed design services will be split across multiple lots which will be divided by value.
