## Summary

The Environment Agency is conducting an "Collaborative Delivery Framework 2" procurement process aimed at delivering comprehensive asset management activities across the agency's portfolio, including Flood and Coastal Risk Management, Navigation, and Water Land and Biodiversity assets. This procurement is organized into three technical lots, subdivided into geographic hubs: North, Midlands and Southwest, and East and Southeast, with contracts valued up to £150 million. The process commenced on 16th March 2026 with a Conditions of Participation stage followed by technical and commercial assessments. The agency functions under the sub-central government classification, situated at Seacole Building, 2 Marsham Street, London SW1P 4DF. All interactions must be conducted through DEFRA's e-Sourcing Portal, Atamis, with tender submission closing on 27th April 2026.

This tender presents a notable opportunity for construction and engineering businesses, particularly those proficient in delivering both nature-based and traditional engineering solutions for asset management projects. Firms with expertise in construction consultancy, engineering design services, site-investigation services, and construction management are well-suited to participate. Businesses achieving placement within sub-lots will be added to a National Pool, providing access to further project opportunities. This procurement method is the Competitive Flexible Procedure, offering long-term contract stability aligning with industry standards and the Construction Playbook principles, thereby supporting sustainable business growth in asset management services within the UK.
