## Summary

This open procedure is focused on services within the health and social work industry category. The contract aims to commence on 1st April 2029 and conclude on 31st March 2034. Key services will include various forms of advocacy, such as Independent Mental Capacity Advocacy and NHS Complaints Advocacy. The services will be delivered across the UKF2 region, providing comprehensive advocacy support in line with statutory obligations under the Care Act and related legislation.

This tender presents significant opportunity for growth, particularly for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), as the procurement process highlights suitability for these types of organisations. Companies that are experienced in delivering health and social work services, especially those with a track record in advocacy related to mental health, capacity issues, and NHS complaints, will find this contract aligns well with their capabilities. The open procedure allows equal access to bid and fosters a competitive yet rewarding business environment for suitable providers. Engaging in this contract not only offers potential in terms of expansion but also contributes to meaningful community support across Leicestershire, Leicester, and Rutland.

## Notice

The successful provider will be responsible for the delivery of four distinct types of advocacy services as listed below: Independent Mental Capacity Advocacy (IMCA) The Mental Capacity Act makes statutory provisions for an IMCA to provide independent support for people who lack capacity to make important decisions. This must be provided by an organisation who is independent of the local LLR Group and the NHS. Independent NHS Complaints Advocacy (ICAS) This advocacy relates to members of the public or their carers making or intending to make an NHS complaint. Independent Mental Health Advocacy (IMHA) This is provided to people who are detained in a secure mental health setting, provisionally discharged, those on Community Treatment Orders and voluntary patients. Care Act Advocacy This refers to the statutory requirement under sections 67 and 68 of the Care Act to provide advocacy to people who would experience substantial difficulty in being fully involved in their assessment and other parts of the care pathway.
