## Summary

Birmingham Children's Trust Community Interest Company is in the planning stage of a procurement process for the provision of accommodation and support services for young people. This initiative aims to cater to various groups, including 16-17-year-olds, vulnerable 18-year-olds, unaccompanied asylum-seeking children, and mothers-to-be under 18. The project, with an estimated value of £10,000,000, focuses on welfare services for children and young people within the UKG3 region. The procurement method is a competitive flexible procedure, with considerations for initial pilot projects to test the delivery models. Important dates include a future competitive tender publication in July 2026, following the completion of a mini-competition pilot from January 2026 to January 2027. The planned contracts will commence on 27th January 2027, running until 26th January 2033, with potential extensions subject to compliance with the Procurement Act 2023.

This tender offers lucrative opportunities for firms specialising in welfare services, particularly those experienced in managing block accommodation and support for vulnerable groups. The framework will allow businesses to participate in mini-competitions and contribute innovative delivery models, potentially enhancing their service portfolio and market footprint in the public sector. Small and medium-sized enterprises (SMEs) are encouraged to engage, particularly those with scalable service models and high quality assurance standards. The light-touch regime aligns with the interests of service providers capable of adapting to the flexible needs of young people transitioning towards independent living, thus fostering business growth and establishing valuable partnerships with local authorities.

### Planning Information

Pre-Tender Market Engagement Questionnaire
Provision of Accommodation and Support Services for Young People
The Trust intends to commission interrelated accommodation services to support vulnerable young people to overcome the multiple disadvantages they face in order to prevent or delay the need for higher cost care and support services whilst improving key outcomes. This proposal will provide additional regulated under 18 capacity and provide accommodation and support for over 18s. This is a new commissioning offer that will prepare young people for living independently and provide a buffer whilst accommodation is being sourced, or planned independent support takes place to ensure that they are ready for tenancy.
We are inviting providers to participate in a market engagement exercise to help shape the future commissioning of accommodation and support services for these young people. This includes short, medium, and long-term provision for the following cohorts:
- 16-17-year-olds, looked after children, and children subject to S17 in Registered provision
- Vulnerable 18-year-olds
- Unaccompanied Asylum-Seeking Children (UASC) aged 18+ - Unaccompanied Asylum-Seeking children 16 - 18 - Registered provision
- Mothers-to-be, or young mums under 18
This is a valuable opportunity to inform the design and delivery of a future block contract for bed-based services. It is accepted that as a provider you may be able to offer all or parts of this service, and we welcome your insights, innovations, and feedback through this Pre-Tender Market Engagement Questionnaire.
