## Summary

Surrey County Council (SCC) is currently in the planning stage of a public procurement process, seeking insights and responses for their "Older People's Residential & Nursing Care Strategic Delivery" initiative. Located in Reigate, United Kingdom, SCC is inviting market responses via a Request for Information (RFI) aimed at assessing the market's interest in short-term residential block care contracts. This includes exploring provider preferences for Care and Facilities Management contracts and evaluating the feasibility of integrating building management responsibilities. Interested providers are encouraged to submit their information by the deadline of 8 April 2026, as this engagement is vital for SCC’s transition planning in light of the Local Government Reorganisation scheduled for April 2027.

This tender represents a valuable opportunity for businesses within the health, social care, and facilities management sectors to establish a strategic partnership with Surrey County Council. With a focus on enhanced residential care services and potential capital works, businesses with experience in residential care services or those capable of undertaking Facilities Management and building management duties will be well-suited to capitalize on this engagement. The opportunity allows providers to operate SCC-owned care homes for a defined period, facilitating business growth by offering short-term contract arrangements that provide flexibility and potential for future collaboration with the newly formed unitary councils. The ability to address geographic constraints, service models, and operational feasibility during this planning phase presents an ample scope for strategic development and innovation in public sector service delivery.

## Notice

Surrey County Council (SCC) is undertaking preliminary market engagement to explore, on an indicative basis, provider appetite for delivering enhanced residential care under short term, standardised block care contracts. This activity is being carried out to inform future options and does not represent a confirmed commissioning direction. As part of this exploratory engagement, SCC also wishes to understand the potential feasibility of including Facilities Management (FM) and building management responsibilities within any future model. This represents a shift away from the Council's Older People's Residential and Nursing Care Delivery in Surrey, which was launched to the provider market in January 2025 and followed by market engagement from May to August 2025. It reflects a change in SCC's strategic priorities as it progresses through Local Government Reorganisation (LGR), with vesting day planned for 1 April 2027. Implementing potential short-term arrangements will provide the future unitary councils with sufficient time to complete their own service reviews and market engagement processes before determining longer term commissioning decisions. This also ensures that the new authorities are not tied into long term contracts inherited from SCC that could limit their ability to reshape or redesign services in line with local priorities. This approach supports the Council's aim to ensure continuity of safe, high-quality care during the transition. This Request for Information (RFI) relates specifically to SCC's 15 owned care homes across Surrey, some of which may require interim contractual arrangements between January 2027 and March 2030. Several of these homes are also expected to require capital works to ensure compliance with legal and safety standards beyond 2027. SCC is therefore seeking early insight from the market on: * Willingness to operate these homes for a 1 to 3 year period * Appetite to take on building management and capital works responsibilities * Whether SCC may need to consider council funded capital interventions to ensure service continuity This RFI explores market interest in three potential delivery options: 1. Care services only (standard block care contract) 2. Care plus Facilities Management (FM) 3. FM responsibility alone, including the ability and willingness to understand capital or compliance works This is not a procurement exercise and does not commit SCC to awarding any contract.

### Planning Information

Surrey County Council is seeking responses to a Request for Information for Residential & Nursing Services.
The purpose of this RFI is to:
• Assess market appetite for short-term (1-3 year) enhanced residential block care contracts.
• Understand provider preferences for Care and Facilities Management contracts.
• Evaluate the viability of short-term delivery models for both potential strategic providers and the future unitary councils.
• Understand potential provider interest in operating SCC-owned homes.
• Identify any barriers, commercial considerations, or enablers that would influence provider participation.
• Gather early insight on whether providers could undertake required capital and safety works, or whether this would require SCC investment.
• Capture market views on geographic constraints, preferred service models, required financial assumptions, and operational feasibility.
Information gathered will support SCC's transition planning for LGR and inform decisions on the most viable commercial and service delivery options.
