## Summary

The recent procurement process led by the Environment Agency focuses on the delivery of routine and ad-hoc beach maintenance work across various coastal frontages in England as part of their Beach Management Framework. This project, which began on 21 April 2026 and is set to run through to 20 April 2032, includes options for a two-year extension. The procurement process utilised an open competitive flexible procedure, resulting in the awarding of framework contracts to VBA Joint Venture Limited and Van Oord UK Limited. Located in London, the Environment Agency is a central government authority and its efforts in this project aim to mitigate coastal flooding risks to residential and commercial properties. The Beach Management Framework involves relocating shingle, importing and placing rock, and enhancing coastal defences and structures to maintain standard protection levels against erosion. The procurement method included a framework agreement characterised by awards without competition for contracts below £10 million and further competition for higher-value contracts.

This tender represents substantial opportunities for businesses in the construction and engineering sectors—particularly those specialising in marine construction, coastal protection work, and flood defence systems. Companies with expertise in large-scale civil and marine engineering, particularly those equipped with specialist marine vessels, are well-positioned to leverage this opportunity. Firms that can provide comprehensive coastal incident response and resilience services can benefit from the sustained and collaborative delivery approach encouraged by this framework. Engaging in such public procurement opportunities can enhance a company's portfolio, provide stable, long-term revenue streams, and foster growth through access to government contracts of considerable scale and duration.

## Notice

The Environment Agency's Beach Management Framework will be used to deliver its routine and ad-hoc beach maintenance works across all coastal frontages in England that it is responsible for. This maintenance typically consists of moving/transporting large volumes of shingle from areas of accretion to areas of erosion and evenly re-distributing shingle along the sea to restore/maintain the required standard of protection. There are requirements to import marine dredged or land-based shingle onto coastal frontages to replenish lost material and to conduct maintenance/repairs to coastal defences and structures. There are requirements to import and place rock on coastal frontages, as well as to provide coastal incident response, recovery and readiness support in the event of extreme weather events. This maintenance is essential to minimise the risk of coastal flooding to residential properties and commercial businesses.
