## Summary

Hertfordshire County Council is engaging in a Preliminary Market Engagement (PME) for the provision of Residential Placements for Children and Young People aged 7 and above with challenging behaviour and complex needs across four sites: Brickendon, Cassiobury, Clothall, and Melbourne. The current procurement process is in the planning stage, with an upcoming Provider Event on 17 July 2025 at their Stevenage base. Interested organisations must submit their Provider Questionnaires by 12:00 Noon on 31 July 2025. This initiative, categorized under health and social work services, is planned within the UKH23 region, specifically targeting services for complex needs management.

This PME presents growth opportunities for businesses specialising in health and social care services, particularly those adept in managing challenging behaviours and complex needs. The tender is suitable for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Businesses with expertise in trauma, mental health, and special educational needs may find this engagement highly relevant. While the PME stage itself is not a formal procurement process, participation can position businesses to better prepare for the potential tender processes that may follow, fostering collaborations and enhancing service delivery frameworks.
