## Summary

Birmingham City Council has initiated a comprehensive framework agreement for "Elections and Registration Services" to manage electoral processes across Birmingham. This procurement, which commenced on 27th January 2026 and will run for four years, consists of two primary lots: Lot 1 for a managed postal vote service and Lot 2 for statutory election and registration printing services. This project aims to serve over 750,000 electors and covers citywide elections, ward-by-elections, and neighbourhood planning referendums, excluding BID Ballots or non-binding local referendums. Using an open procedure, the procurement targets services in the postal and printing categories, with significant mailings expected, especially during the annual canvass campaign between August and November. The Council, based in Birmingham, UK (region UKG31), is facilitating this tender through its e-tendering system. The framework aims to enhance voting access and ensure secure and trusted election outcomes through effective service delivery.

This tender provides substantial opportunities for businesses specialising in electoral services and printing. The split into two lots allows for companies with expertise in either postal services or printing solutions to engage, enabling both small-to-medium enterprises (SMEs) and large organisations to contribute to Birmingham's electoral services. Companies like Idox Software Ltd and Civica Election Services Ltd, both awarded contracts, demonstrate the potential for growth through active participation in public sector projects. The procurement process prioritises quality, social value, and price, making it an appealing prospect for experienced firms aiming to expand their portfolio in public authority sectors, particularly those located or with capability in the UK. This framework agreement is particularly attractive to businesses that specialise in secure mailing systems or are adept in high-volume printing, offering a stable opportunity for long-term partnership with Birmingham City Council.
