Caerphilly County Borough Council invites construction contractors experienced in undertaking bored cast in place piles, soil nailing and road reconstruction associated works located within sensitive complex geotechnical settings to express their interest in undertaking works to implement a remedial scheme that will provide long term resilience to the highway at the location.

### Planning Information

Background
The A469 between New Tredegar and Pontlottyn forms part of Caerphilly County Borough Council’s (CCBC) Strategic Highway Network. Historically there have been several landslides at Troedrhiwfwuch. The section of the A469 at Troedrhiwfwuch is currently undergoing significant deterioration due to a complex of active landslides in the hillside above and below the road. The A469 at the location is currently reduced to single file traffic under traffic signal control. The landslide is very complex and significant. 
CCBC have engaged a design consultant (Tetra Tech) to undertake detailed design. Detailed design has now been completed and draft detailed design drawings have been issued to CCBC. 
There will be a Temporary Prohibition of Driving Order (TRRO) in place closing the A469 at the location whilst the construction works are implemented. The site is very constrained due to the underlying geotechnical conditions, the topography of the site and challenging access requirements.
The project will comprise the following principle construction activities:
• Installation of 1919 self-drilling Soil Nails 
• Construction of 289 bored cast in place piles
• Replacement of Gabion Baskets
• Statutory undertakers’ diversions
• Full highway reconstruction with associated drainage, vehicle restraint and streetlighting works.
The contract is expected to be let under the terms of an NEC4 Contract. The contractor will be appointed as Principal Contractor in accordance with the CDM 2015 regulations.
Description of the goods or services required
Caerphilly County Borough Council invites construction contractors experienced in undertaking bored cast in place piles, soil nailing and road reconstruction associated works located within sensitive complex geotechnical settings to express their interest in undertaking works to implement a remedial scheme that will provide long term resilience to the highway at the location. 
The purpose of this notice is only to confirm your interest to attend a Meet the Buyer Workshop (one-to-one sessions to be arranged following the workshop) where CCBC and a representative from their design consultants will be presenting key details of the proposed works and will be available to discuss the project. The event will be an opportunity for Contractors to engage with CCBC to gain an understanding of the project and to discuss the scheme. CCBC also wish to take the opportunity to gain an understanding of the necessary Contractor access requirements to undertake the works and for CCBC to discuss other key issues as listed below. 
CCBC are particularly keen to discuss the following:
• The constraints of the project are such that works must be undertaken in a specific sequence (i.e. soil nailing must be undertaken prior to any works, followed by Openreach statutory undertaker diversion, gabion basket replacement, other statutory undertaker diversions followed by the piled wall construction. Suppliers should note that there is difficult access and loading constraints to the works. CCBC are envisaging a maximum 24 month works construction programme.
• Design Basis 
• Contractor requirements for material laydown areas and welfare facilities which are required to inform land negotiations and a potential Compulsory Purchase Order (CPO).
• Contractor requirements for access routes to undertake the works which are required to inform land negotiations and a potential Compulsory Purchase Order
• Access considerations for landowner.
• Current lead in times.
• Procurement requirements.
Full tender documents are not yet available, however, the following information will be available for interested parties to inspect prior to the workshop:
Geotechnical Design Report, Approval in principal, Site location plan, General Arrangement and cross -sections, Soil Nail cross-sections and typical details and pile wall general arrangement and typical details. Access to these will be granted via a SharePoint link following registration as below.
Interested parties should note that there is currently no access to private land and any inspections of the site should be from the Public Highway.
The workshop will comprise an open presentation session, with one-to-one sessions to be arranged thereafter. The workshop is expected to be held on Thursday 26th March 2026 from 11:30am until approximately 13:30pm at CCBC Ty Penalta offices.
