## Summary

Powys County Council is progressing with the development of housing at Maes yr Dre, Llanfyllin, Powys, focusing on council or social housing projects and associated infrastructure works. The procurement process is in the planning stage, with a significant milestone scheduled at the end of March 2026 for market engagement activities. Contractors with relevant experience are encouraged to express their interest before the deadline of 18th March 2026. The Council is planning individual one-hour meetings during the week commencing 23rd March 2026 to gather feedback on contractual options. This initiative falls under the construction work industry category, located in the UKL24 region of the United Kingdom, adhering to Welsh devolved regulations.

This tender offers substantial business growth opportunities for contractors specialising in construction and housing development. It is particularly suited for small and medium-sized enterprises (SMEs) looking to expand their portfolio in public sector construction projects. Contractors with expertise in infrastructure works and council housing developments will find this engagement particularly beneficial as it allows them to create strategic relationships with a sub-central government authority. Participation in the preliminary market engagement phase will provide valuable insights into the proposed approaches and potentially influence procurement strategies ahead of the formal tendering. Those interested should prepare to showcase their relevant experience and capacity to support the Council's procurement goals. The procurement method is carefully designed to ensure transparency, equal treatment, and non-discrimination throughout the process.

## Notice

Given the potential impact of the drainage diversion on the programme, risk allocation, and delivery strategy, the Council is currently considering a number of possible contractual and delivery approaches. Further details of the proposed approaches will be shared with all participants ahead of any engagement meetings. Powys County Council is therefore inviting contractors with relevant experience in the delivery of council or social housing projects, including associated infrastructure works, to express an interest in participating in a short, one to one market engagement meetings prior to the commencement of the formal procurement process. Meetings will take place during week commencing 23rd March 2026 (23-03-2026). Please note that meeting slots are limited. The Council reserves the right to limit the number of participants in order to ensure that the engagement exercise remains manageable and effective. Participation in this preliminary market engagement process is voluntary. Nonparticipation will not preclude or disadvantage any organisation from participating in the subsequent formal procurement process, nor will participation confer any advantage during that process. Any information obtained during this engagement will be used by the Council solely to inform the development of its procurement approach and will be managed in accordance with the principles of transparency, equal treatment and non-discrimination, in line with the Procurement Act 2023. Contractors should note that, to ensure transparency, equal treatment, and fairness throughout the process, all meetings will be recorded, and a summary document stating the outcome of meetings and what impact (if any) has had on the Council's approach to the procurement process will be retained.
