## Summary

Cornwall Council, a sub-central government public authority, is in the planning stage of a procurement process for an Integrated Asset Management System (IAMS) to manage Highways and Environment assets across Cornwall. ## Notice

Cornwall has 8,000km of highway, 4,500km of public rights of way and 500km of multi-use trails, including the longest section of the South West Coast Path National Trail. The Council currently utilises its Integrated Asset Management System (IAMS) to support the provision of asset management for Highways and Environment assets across the county. The system provides Client and Asset Management functionality, whilst also delivering operational and financial activities and facilitating on-site works using hand-held devices. In fact, the current IAMS processes around 15,000 jobs (which include packages of work) annually for an approximate value of PS100m each year. The current user distribution is approximately: * 200 users of the mobile software * 500 desktop/ core system/ office users In addition to direct asset management functionality, the current IAMS allows customers to contact and raise enquiries with the Local Authority. The current IAMS system processes approximately 40,000 of these service requests every year. Currently, the majority of the Environment service requests are managed outside of the IAMS system so only approximately 5% of these relate to specifically Environment assets. The existing IAMS supports the asset management of a number of different asset types across both Highways and Environment areas. The following table indicates an approximate current number of these asset records contained in the existing IAMS system. As part of the review being undertaken by the Council it is likely that these values will change (particularly where new service areas are included within the scope of any new system(s) procured). ### Planning Information

Cornwall Council is planning to procure an Integrated Asset Management System (IAMS) that will support the provision of asset management for Highways and Environment assets across the county whilst also covering Client and Asset Management functionality, delivering operational and financial activities and facilitating on-site works using hand-held devices.
To achieve this the Council is undertaking market engagement, which includes the issuance of this Request for Information (RFI) and Supplier Presentation Sessions. The Council will be reviewing the associated supplier responses to the RFI in order to develop our approach to this procurement and to use the provided information and insights to inform future decision making in relation to the Council’s IAMS requirements.
This RFI will form no commercial commitment with responding parties. It should be noted that the Council makes no obligations or undertakings in any way to:
• go to tender,
• accept any advice or information received from suppliers
• tender the requirement through any discussed routes to market or include suppliers responding to this RFI in any future invitation and,
• any other commitment to suppliers whatsoever, including any intention to form a contract with any supplier for provision of the requirement.

A remote Supplier Question and Answer Session will be held for interested suppliers on Friday 13th June 2025 (13:00 – 16:30). At this session suppliers will be able to ask any questions they may have regarding this RFI. Please contact Alex Kirk and Christine Edwards using the above email addresses for instructions on booking attendance at the Supplier Question and Answer session.
We anticipate holding sessions between 10:00 and 15:00 for suppliers to present and discuss their responses to the RFI on dates between 9th – 30th July 2025. These dates and times may alter dependent on the level of interest in the RFI engagement. Please contact Alex Kirk and Christine Edwards using the above email address for instructions on booking attendance at the Supplier Presentation Sessions.
Please contact us as early as possible for expressing an interest in attending a supplier presentation session. The deadline for expressing an interest in attending will be 13:00 on 20th June 2025. This will allow the Council team suitable time to finalise logistical arrangements.
