## Summary

The procurement process detailed here is led by Norfolk County Council, aimed at handling the Bridge Maintenance and Operation in the port town of Great Yarmouth, UK. It is in the initial planning stage with a market engagement notice released on 19th August 2025, signalling a call for interested contractors to respond by 5th September 2025. The industry categories involved include bridge operating services and maintenance work related to roads and marine equipment. The procurement will commence in early 2026, with contracts starting from 1st March 2026 and lasting until 28th February 2029, with the possibility of extension till 29th February 2032.

This tender presents significant business growth opportunities primarily for companies specialising in infrastructure maintenance and operations, particularly those experienced in bridge management. The procurement process anticipates a collaborative effort encompassing various maintenance and operational tasks such as safety barriers, traffic equipment maintenance, and emergency response services. Businesses with expertise in mechanical upgrades, facilities management, and emergency support services for public infrastructure would be well-suited to compete in this opportunity. Such participation can enhance company portfolios and expand networks within the public-authority sector.

## Notice

Norfolk County Council is responsible for the maintenance of the Haven Bridge, and the maintenance and operation of the Herring Bridge, which are both twin-leaf lifting bridges located in the port town of Great Yarmouth. The Haven Bridge is operated by Peel Ports on behalf of Great Yarmouth Port Authority, who have a statutory obligation to operate the bridge for navigation. Haven Bridge was opened in 1930 but underwent a significant mechanical and electrical upgrade between 2021 and 2023. Herring Bridge was opened to traffic in February 2024. Existing contracts expire in February 2026 [Haven Bridge] and January 2027 [Herring Bridge]. The council is currently scoping requirements for the procurement of a replacement contract or contracts. It is anticipated that a single procurement exercise will be undertaken in respect of both bridges. Scope of the contract(s) is expected to include the following, but is subject to amendment as the specification is developed further.
