## Summary

Southampton City Council, a sub-central government public authority, is in the planning stage of a procurement process for a "Residential Care Framework (Adults)" contract. This initiative focuses on procuring residential care services for adults including older persons and younger individuals with learning disabilities and mental health needs, potentially through a framework agreement or dynamic purchasing system. The framework is intended to run from 1st November 2026 to 31st October 2031 and is valued at an estimated £600 million per annum, excluding VAT. The procurement will follow an open procedure under the "light touch" regime as per the Procurement Act 2023, with the anticipated supplier selection process commencing on or after 1st August 2026. The services will be delivered in Southampton, located in the region UKJ32, within the health and social work services sector.

This tender provides substantial growth opportunities for businesses, specifically those specialising in health and social care services. With an anticipated annual value of £120 million, small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are especially encouraged to participate due to the framework's eligibility criteria. The open procurement method ensures a competitive tendering process, fostering diverse business participation while encouraging innovation in delivering high-quality care solutions. Businesses with expertise in running residential and nursing homes for both older adults and younger individuals with specific health needs will be well-suited to compete for this expansive and impactful contract.

The Authority anticipates running a competitive tendering procedure in respect to the selection of the suppliers to the procurement mechanism. The Framework is anticipated to operate for 5 years, with business called-off at an estimated value of PS120 million (excl. VAT) per year.
