## Summary

The Greater Manchester Combined Authority has successfully awarded a contract for the "Greater Manchester Retrofit Assessment, Advice and Support Service," involving residential property services, scheduled to run from 5th September 2025 to 4th September 2026, with potential for two additional 12-month extensions. The award was secured by Arniston Ltd t/a Snugg under an open procurement procedure, signifying its transparency and competitive nature. The project will be implemented in Manchester, focusing on providing retrofit advice, assessments, and project management services to bolster confidence among residents in upgrading their properties. The contract, which reached the award stage as of October 2025, is valued at £294,000 gross, underscoring its considerable scope in the sector of residential property services within the UK region.

This contract presents significant opportunities for SMEs and local contractors within the energy efficiency and residential property refurbishment sectors. Businesses equipped with expertise in providing retrofit assessments, project management, and related consultancy services, particularly those adept at facilitating low-carbon heating systems, insulation works, and renewable energy installations, stand to gain. Moreover, companies capable of linking clients with contractors for on-site works, including quality checks post-contractor engagements, could expand their footprint in the retrofit market. This tender also encourages engagement with local suppliers, thereby fostering regional business ecosystems and contributing to sustainable urban development efforts in Manchester.

## Notice

The core objective of the project is an offer to give confidence to Greater Manchester's residents in carrying out retrofit, whilst paying for at least some of the work themselves, through the provision of retrofit advice, assessment and project management services. This would be met through the following services: 1. Initial customer advice, through various communication routes e.g. a phone line triage approach or in-person at public engagement events 2. Provision of paid for retrofit assessments: basic plans, whole house plans 3. Links to contractors: charged measure specifications (including heat pump suitability surveys), quote generation from contractors/installers 4. Quality checking of paid-for works once completed by contractors/installers Revenue for the supplier could be generated from the fees paid for the retrofit assessments and measure specifications. The service could also charge a fee to the contractors/installers. In addition, although not core delivery, the service would also be expected to: 1. Check for grant eligibility for residents through the GMCA Retrofit portal 2. Carry out their own lead generation 3. Work with their own list of local suppliers/installers/contractors for work generated, separately to the GMCA Retrofit Portal and the GMCA Net Zero: Housing Retrofit Framework suppliers The service would focus on the core delivery of: * Insulation works * Low carbon heating systems * Renewable energy installations * Heating system upgrades * Glazing and doors * Draught proofing * Ventilation * Batteries * Water efficiency measures * Flood risk adaptation measures * Other associated enabling or 'trigger point' building works
