## Summary

The Police and Crime Commissioner for Lincolnshire is inviting tenders for the "Annual Consultation for the PCC" project, falling under the Research and Development services and related consultancy services industry category. This procurement process is at the 'tender' stage with an active status and uses an open procedure, indicating that it is open to all interested suppliers. The process seeks to provide insights into crime and safety perceptions, influencing the annual police budget and the Police and Crime Plan. Potential suppliers can submit their bids electronically in English by 12:00 on 23 June 2025, with inquiries closing on 9 June 2025. The contract, valued at up to £120,000, is situated in the UK, with Lincolnshire as the primary focus. The expected contract period is from 1 September 2025 to 31 August 2027, with options for extensions.

This tender represents a significant opportunity for businesses specialised in research, survey services, and public-opinion polling to expand their portfolios and establish a strong relationship with a major local authority. Ideal candidates are SMEs or voluntary, community and social enterprises (VCSEs) capable of delivering high-quality, cost-efficient survey and consultation services. Engaging in this project can provide valuable exposure, steady income, and a potential platform for future collaborations with governmental bodies. The selection criteria focus heavily on quality and presentation, complemented by a cost and social value assessment, making it an attractive venture for businesses aiming to demonstrate both expertise and commitment to social impact.

## Notice

The Lincolnshire Police and Crime Commissioner (the PCC) is responsible for the totality of policing for Lincolnshire. The role of the PCC is to be the voice of the people and hold the police to account, effectively making the police answerable to the communities they serve. The PCC sets the police and crime objectives for their area through a police and crime plan, sets the force budget and determines the police council tax precept. The police council tax precept is an essential part of the council tax that contributes alongside a central government grant to the total funding available to provide policing, community safety and victims' services. The PCC must make arrangements to obtain the views of ratepayers - and their representatives - on proposals for spending for the forthcoming financial year. The consultation's aims are to produce qualitative and quantitative findings on the perceptions and experience of crime and safety from people living in Lincolnshire to support the annual Police budget setting process and to inform the development of the Commissioner's Police and Crime Plan. This will support one of the key principles of the Police and Crime Plan; 'Listening, responding and being accountable.
