## Summary

The Animal and Plant Health Agency, a central government public authority based in London, has completed the procurement process for a PhD and MSc supervisor training programme tailored for their colleagues. The training falls under the services category with a focus on management training. Initially, attempted collaborations with universities were unsuccessful due to their proprietary systems. A direct procurement method was employed, bypassing competition due to it being below the financial threshold. The awarded contract began on 18th June 2025 and is set to conclude on 30th October 2025, with Skillfluence from Glasgow selected as the supplier. The contract was officially signed on 17th June 2025, and the training aims to enhance the supervisory skills of APHA's staff operating within a translational research environment.

This tender presents substantial growth opportunities for businesses involved in management and educational services, particularly those capable of designing bespoke learning experiences for academic settings. The procurement favours organisations adept in delivering comprehensive training programmes tailored to specific institutional needs and working closely with government entities. Companies with expertise in the educational sector, especially those providing advanced training services to PhD researchers and MSc student supervisors, stand well-positioned to engage in similar future procurements with public authorities such as APHA. Additionally, firms that can rapidly adapt and offer specialised programmes in alignment with research-focused aspirations can leverage these opportunities for expanding their market presence.

## Notice

This is introductory supervisor training for all staff at APHA who are supervising a PhD or MSc student'. We used to arrange training via university of Surrey, but unfortunately, they could no longer provide training as have their own in-house training set up. We reached out to government campus, but they also can no longer provide training - and suggested we arrange via local procurement. We have since approached various universities etc but had similar response to surrey university - most universities now have their own online training programmes set up/ or inbuilt via their own learning platforms (ie like our induction pathway). We've finally found provider who can now offer this valuable training. This in-house programme is designed to support our supervisors to deliver a valuable experience for their PhD researchers and Masters students. The programme will be built on the key elements of supervisor training and through completion of the course will evidence that supervisors have been appropriately trained. The programme will be customised for the APHA context of working in a highly translational space, where supervisors work closely with academic partners and PhD researchers are often staff members with critical roles.
