## Summary

The Financial Conduct Authority (FCA), located in London, has issued a contract for the design and development of a new website for the Payment System Regulator (PSR). The contracting process falls under the service industry category of IT services, specifically world wide web site design services. The procurement, tagged as a tender, has progressed to the contract update stage with a modification notice recently issued on 28 May 2025. This notice accounts for additional contract extensions previously unconsidered. The contract, which initially started from 26 May 2020, is modified to extend through 25 November 2026. The procurement process follows the guidelines outlined by the Public Contracts Regulations 2015 and involves a minimum ten-calendar-day standstill period post-award decision notification to tenderers.

This tender provides significant opportunities for businesses specialising in web design and IT services, particularly those with experience in creating secure, responsive, and accessible websites using content management systems. Companies that can deliver a user-friendly, business-appropriate CMS solution, along with hosting, maintenance, and ongoing support, are well-suited to compete. Given the emphasis on contemporary design and business branding, firms adept in blending technical expertise with creative web strategies can leverage this contract to expand their portfolio and solidify reputations within the public and regulated sectors.

### Lot Information

Lot 1

The PSR is looking for an agency with proven experience, to assist in designing and developing a brand-new, secure, responsive and accessible, AA (WCAG 2.0) compliant website. The website must be built upon a business appropriate content management system (CMS) solution that is widely supported and open source. The CMS should contain both out of the box functionality and some custom settings and functionality that caters for our particular content creation and management work flows. We are looking for a CMS that is user-friendly, which means the content structure is easy to read and follow and is relatively easy to operate for members of the team with less CMS experience. The PSR is looking for a supplier that along with building the website,
can host, maintain and provide ongoing support. The user experience and design of the website must cater for our user types and business branding, ensuring that the design feels contemporary and reflects current
trends.
