## Summary

The Countess of Chester Hospital NHS Foundation Trust is currently in the planning stage for a tender related to the "National Framework for the Provision of Bedwatching Services," aiming to enhance mental health patient care and safety. The procurement focuses on security services within the "Public security services" industry category. This initiative is located in Chester, United Kingdom, but covers services across the UK. Interested suppliers are invited to participate in a preliminary market engagement to aid in developing the hospital's requirements and the preparation of tender documents, with the deadline for expressing interest set for 13th June 2025. The procurement process is expected to lead to a framework agreement, with a potential start date of 1st December 2025, running until 30th November 2027, and possible extensions until 2033.

This tender presents a significant opportunity for security service providers to tap into a lucrative contract, valued at a gross amount of £18,000,000. Small and medium-sized enterprises (SMEs) with expertise in supplying qualified personnel for high-risk environments, particularly those related to mental health and healthcare security, will find this contract particularly appealing. Companies that can offer personnel capable of ensuring a safe and secure environment for patients and staff in NHS facilities will be well-suited to compete for this framework agreement. Participating in the market engagement phase could provide valuable insights and a competitive advantage in the forthcoming tender process.

## Notice

The objective of this framework is to support mental health patient needs through the provision of Bed watching services. The successful Supplier(s) will provide suitably qualified and experienced personnel to monitor high risk individuals who have been admitted to hospital (or other NHS locations) and have been identified as violent, aggressive or lacking capacity. These personnel are required in addition to the normal staff working within the NHS setting. These services will ensure the safety and wellbeing of all patients, staff and visitors, and ensure the hospital environment is safe, welcoming and accessible for all. As part of the service, the Supplier's staff will also ensure the buildings and often valuable equipment within them are protected. The purpose of this engagement notice is to invite suppliers to participate in preliminary market engagement with a view to developing the authority's requirements and preparing tender documents
