## Summary

This contract falls under the Health Care Services (Provider Selection Regime) Regulations 2023 and will deliver the Healthy Child Programme within South Tyneside. The procurement process employed an open procedure, and the service will be implemented from 1st April 2026, running up to 31st March 2031, with a possible extension of two years. The total contract value is approximately £29.54 million, with the first year valued at £3,516,407. The service will operate in South Shields, UKC22 region, under the industry's health services category.

This tender award presents substantial opportunities for organisations specialising in public health services for children and young people. Companies with expertise in health services, particularly those with a focus on community outreach and child development, could further explore subcontracting or partnership possibilities under this large-scale project. Organisations that can contribute to a mixed-skill team—such as health visitors, nursery nurses, school nurses, and administrators—will find alignment with the project's needs. The awarded service aims to improve local health outcomes, thereby offering firms a chance to engage in a significant public health initiative within the UK, driving growth through meaningful community impact.

### Planning Information

South Tyneside Council is holding a supplier engagement event for interested providers of community public health services for children and young people aged 0-19. The event is being held at 12pm - 2pm on Tuesday 24th June 2025 at The Learning Lounge, Hebburn Central, Glen Street, Hebburn, NE31 1AB.
The outcome of this consultation will inform you about the forthcoming tender exercise, which is anticipated to commence on 22nd July 2025. This event will be focused on sharing our ideas for the future model of service delivery. We intend to share our proposed service model, and ideas, and seek your feedback about how a new model will provide a proactive approach to identifying and supporting our 0-19 children and young people whilst incorporating innovation and best practice and making best use of resources and partnerships within South Tyneside. We will also take you through the Council's tender requirements and timeline.
The Health and Social Care Act 2012 sets out a local authority's statutory responsibility for commissioning public health services for children and young people aged 0 to 19 years, and up to 25 for those with a special educational need or disability (SEND). The current proposed model has been developed to ensure that these statutory responsibilities are met as well as aiming to ensure that every child has the best start in life. We will present this model on the day of the event, with a view to hearing your feedback on our proposals, to shape the new service and specification. We do hope you can join us so please register your interest by contacting Daniel Quinn (daniel.quinn@southtyneside.gov.uk).
Participation or non-participation in this supplier market engagement event shall not prevent any supplier participating in any potential future procurement, nor is it intended that any information supplied as part of this process shall place any supplier at an advantage in any potential procurement process. Participation in the market engagement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council.
