## Summary

Norfolk County Council is leading the "Connect to Work" programme, backed by the 2024 "Get Britain Working" White Paper, aiming to assist individuals with complex needs in accessing long-term employment. The procurement process was managed via an open procedure, comprising multiple lots across Norfolk, including areas such as Broadland, South Norfolk, King's Lynn, and Norwich. The tender has reached the award stage, with contracts signed to commence on 19th November 2025, lasting through to 30th March 2030. A total of £10,565,280 was allocated for various services under the programme, with providers like Norfolk and Waveney Mind, Standguide Limited, and others delivering services such as recruitment and community support. Important dates include the tender period ending on 29th July 2025, award notification on 22nd August 2025, and contract commencement on 1st August 2025.

This tender opens significant possibilities for businesses specialising in employment support, vocational training, and community integration, especially those with experience in aiding individuals with barriers to employment. Providers adept at integrating work, health, and skills could prosper from participating, with opportunities to forge partnerships with local communities and VCSE organisations. Services in recruitment and tailored job preparation are essential, making this an attractive proposition for companies invested in promoting societal value and economic sustainability. Norfolk County Council’s ambition requires delivery partners who can showcase a robust approach to personalised employment support, adhering to frameworks such as Individual Placement & Support, fostering growth opportunities for regional economies. Prospective bidders can tap into expanded funding secured by Norfolk County Council from the Department for Work and Pensions (DWP), further enhancing business opportunities in this sector.

## Notice

The Get Britain Working White Paper - GOV.UK, released in November 2024, introduced the key supported employment programme Connect to Work, which aims to help eligible individuals secure sustainable, long-term employment. Currently, it is estimated that there are about 3 million economically inactive people in the UK, of whom 1.9million people would like to work, but require support to do so. Norfolk County Council is expected to support 1200 individuals (annually in peak years) at an anticipated and average cost of PS3.6million per year, delivered over an initial three-year period, with the opportunity to extend to 4.5 years. Connect to Work will help connect local work, health and skills support and help eligible participants to secure sustainable work through a voluntary supported employment model, adhering to Individual Placement & Support (IPS) and Supported Employment Quality Framework (SEQF) frameworks. Through this, Connect to Work will expand the use of the proven five stage Supported Employment model of 'place, train and maintain'
