## Summary

The Royal Armouries Museum, located in Leeds, is undertaking a procurement process to secure the Genghis Khan Special Exhibition with direct access to unique artefacts and digital media, managed by Nomad Exhibitions (UK) Limited. The procurement method is a direct award due to the exclusive rights and lack of competition, marking it at the award stage as of 4th December 2025. This service falls under the museum-exhibition category in the UK, valued at £250,000, including VAT. Key dates include the contract period starting from 24th November 2025 to 27th November 2026.

This tender offers a substantial opportunity for businesses with expertise in historical exhibitions and digital media production, especially those specialising in unique and exclusive content. The direct award to Nomad Exhibitions highlights the need for specialised expertise and established relationships, thus favouring companies with intellectual property in museum-exhibitions, especially those able to negotiate exclusive access to rare artefacts. Such companies stand to benefit from increased visibility and expanded portfolios in collaboration with prestigious institutions like the Royal Armouries Museum.

## Notice

Value: PS250,000 including VAT The Royal Armouries Museum is procuring the Genghis Khan Special exhibition, which includes exclusive access to unique artifacts, interpretation, and digital media related to the exhibition. This package is entirely owned and managed by Nomad Exhibitions, leveraging their specialised expertise and exclusive relationships with Mongolian lenders and authorities. Due to the unique nature of the content, access restrictions, and lack of suitable alternatives, a direct award is the most appropriate method to secure this valuable and historically significant exhibition for the Royal Armouries Museum.

### Procurement Information

Justifications: - Single supplier: possession of intellectual property or other exclusive rights. - Single supplier: absence of competition due to technical reasons and no reasonable alternatives. Explanation: This Direct Award is required to procure the Genghis Khan special exhibition from Nomad Exhibitions. This decision is based on the following justifications: * Nomad Exhibitions possesses intellectual property rights and other exclusive rights pertaining to the exhibition. The proposed exhibition package is unique to Nomad Exhibitions and solely available through them. The exhibition package includes unique/ 'one of a kind' objects, interpretation and digital media. Nomad Exhibitions have unique and specialist expertise and relationships that enable them to deliver this package of content. This includes relationships with Mongolian lenders and government that affords them, and only them, access to this specific collection material. As well as sole control to the rights and permissions relating to the IP/rights of this package. No other alternative suppliers exist for this specific package of content that would meet the Royal Armouries requirements. Nor does the Royal Armouries have the relevant in house expertise or collection material to be able to stage this exhibition in house. * The absence of competition is due to technical reasons and a lack of reasonable alternatives. The specialised nature of the exhibition, coupled with Nomad Exhibitions' exclusive access to unique artifacts, interpretation materials, and digital assets, creates a situation where no other supplier can reasonably provide an equivalent or comparable offering. The specialist expertise and established relationships with Mongolian lenders and government bodies are also critical and cannot be readily replicated. The proposed supplier has established Intellectual Property over various items to be presented within the exhibition that is not available elsewhere. Therefore, given the unique nature of the exhibition, the specialist expertise required, and the absence of viable alternatives, a Direct Award to Nomad Exhibitions represents the most appropriate and effective means of securing this valuable and historically significant exhibition for the Royal Armouries Museum.
