## Summary

Historic England, a central government public authority based in Swindon, has completed the procurement process for a significant project titled "Windrush Research (NP 305)." The project, focusing on the exploration of the Windrush generation's legacy and its impact on the built environment, is active and began on 30th July 2025. The procurement process involved an open competition below the threshold, split into two lots, with Courage Works Ltd awarded the contract for consultancy services. The total contract value is £18,000 gross, and the project is expected to contribute to community programming efforts leading up to the 80th anniversary of the Windrush in 2028. The procurement stage is in the Award phase as of 22nd July 2025, with the contract period running until 30th September 2025.

This tender presents substantial growth opportunities for businesses specialising in research and consultancy services within the cultural and community engagement sector, particularly those focusing on diversity, inclusion, and historical research. Companies that have a robust capability in performing in-depth cultural analyses and can engage effectively with a diverse group of stakeholders are best suited to compete. Small and medium enterprises (SMEs), as well as those capable of innovative approaches to programming and policy planning, are encouraged to participate in similar future opportunities, as the process prioritises the Most Economically Advantageous Tender (MEAT) with a strong focus on quality.
